Personnel Security Specialist III
Functional Responsibility: Performs security and/or intelligence services in one or more of the specialized security and/or intelligence areas. Duties may include, but are not limited to: Applying incident management, problem solving, and task performance. Producing finished documentation; e.g., reports, special studies, policy and procedure development, security designs, training programs and assessments. Providing research and technical support to projects. Producing solutions and documentation. Monitoring project tasks and schedules.
Minimum Experience & Education: With a Bachelor’s Degree this position requires one year of relevant experience. With an Associate’s Degree this position requires two years of relevant experience, one of which should be experience relevant to the nature of the contract work. With no degree this position requires four years of relevant experience, two of which should be experience relevant to the nature of the contract work. Relevant experience may include, but is not limited to: Experience within one or more of the standard security and/or intelligence fields e.g.; technical, physical, information, personnel, operational, or signal security, counterintelligence, antiterrorism, counterterrorism, counter drug, computer security, surveillance, counter surveillance or surveillance detection, infrastructure protection; force protection, technology protection, information operations, industrial security and/or intelligence programs, law enforcement, government or military experience. Subject matter expertise and hands-on experience in one or more security and/or intelligence discipline and experience implementing complex government security and/or intelligence programs and policies is preferable. Requires good writing and communication skills.
REQUIREMENTS AND TASKS:
Under the guidance of the client Security Specialists, the employee shall provide support for the following tasks:
Task 1. Create new records and scan existing hardcopy files into the clients Personnel Administrative Security System (PASS), a COTS software platform used to manage background
investigation data and security processing.
Task 2. Create and maintain records and perform quality reviews of personnel security information in PASS. Initiate background investigations, process security paperwork, and provide customer service for inquires.
a. Create new records and scan employee or contractor security information into PASS.
b. Run security reports and reconcile data entries for the PASS database.
c. Initiate employees and contractors in the OPM Electronic Questionnaires for Investigations Processing (e-QIP) system.
d. Answer questions from employees or contractors regarding data entry into the OPM e-QIP system or other related inquiries.
e. Perform electronic background investigation checks, using clients or other databases (e.g., TransVnion, Equifax, Experian, and OPM CVSIPIPS).
f. Serve in role as "sponsor" for the clients Personal Identity Verification (PIV) card issuance process.
g. Provide building escort for new employees, contractors, or visitors as required.
h. Send requests to Federal Bureau of Investigation (FBI), Department of Homeland Security or other federal agencies for namechecks and database searches related to security processing.
I. Research, review, track, gather, and compile data into a report for Personnel Security Specialists in making suitability and fitness determinations.
J. Prepare requests to federal and district courts for criminal record information.
k. Receive hardcopy FBI fingerprint records and other reports and prepare folders for Personnel Security Specialists.
I. Enter data into OPM Central Verification System (CVS) database and ensure national security clearances are loaded into the OPM Personnel Investigations Processing System (PIPS).
m. Prepare national security clearance requests and reports, and track status within PASS.
n. Assist with granting physical access and PIV card issuance.
o. On a weekly basis (or as requested), run standard security reports and reconcile data entries in the PASS database.
Task 3: Assist client staff with emergency preparedness and response activities. This would be a requirement in the event that the Agency activated its continuity of operations (COOP) plan. Contractor may be required to work from home or an alternate location if the Central Office facility is damaged or not accessible.
a. Duties above as need, and assist with data entry and report generation for the clients Incident Management System (lMS). Provide assistance in answering queries from clients staff.
b. In preparation for emergency events, on a monthly or quarterly basis, contractor will participate in, and assist with, client training and exercises related to COOP and emergency response activities.
