Assistant Deputy Program Manager

This position is a pipeline position that is contingent upon availability and is located in Afghanistan.

  • The ADPM is responsible for the Operations & Maintenance relating to all Interdiction Program locations in Kabul, Afghanistan.

  • The ADPM has direct supervision of Site Managers, Facilities Managers, Logistics Managers, DFAC Manager, Subcontracts Manager, Finance Manager and HR Manager.

  • Responsible for the management of all O&M functions, including ensuring there are qualified personnel to meet staffing requirements, and the central planning, coordination, control, and actual performance of these functions.

  • Manage the O&M functions and other assigned functions to ensure overall contract performance, which requires getting information to and from critical operating/supporting elements and directing/coordinating actions to ensure resources are fully utilized to properly perform the mission.

  • Monitor system readiness, identify problem areas, and respond to mission requirements to perform contract requirements.

  • Act as a Point of Contact (POC) for contractual or administrative questions that arise related to the contract and, as needed, interface with the Contracting Officer’s Representative (COR), Government Technical Monitor (GTM), and INL leadership.

  • Track performance metrics, develop report formats and prepare reports that demonstrate contract performance, for submission to INL.

  • Assist with the oversight of the cost reimbursable budget as well as the requisitioning and inventory control of parts and equipment to support contract operations.

  • Monitor cost controls, financial reports, budgeting, and overall operating costs.

  • Identifies program problems, develops and recommends solutions to include the re-allocation of resources or the requirement to request changes to contractual specifications.

  • Assist with developing basis of estimates and management solutions that form the basis for the change order proposals PAE will submit to the Government.


  • Bachelor’s degree in an associated discipline

  • 10 years’ experience in management of first line supervisors in a government capacity or government contract capacity

  • Prefer 2 years management of logistics, supply or procurement environment.

  • Prefer O&M or CivPol contract experience

  • Prefer experience working with FAR and Contracting Officer Representatives

  • Must be able to obtain a MRPT (Moderate Risk Public Trust) certification

  • Must be able to be medically cleared to serve on contract.
