**GRANTS MANAGEMENT SPECIALIST
**ABOUT THE POSITION
VMSI is looking for a qualified Grants Management Specialist for a potential client in Arlington, VA.
Review, analyze and evaluate grant application packages and make recommendations for modifications or additional considerations.
Process grant actions, (e.g. award documents, performance reports, financial reports, grant close-outs, etc.)
Apply existing agency policies, laws, regulations rules, procedures, and methods governing the administration of Federal Grants, cooperative agreements, and awards.
Administer grants, cooperative agreements, or other related Federal assistance instruments.
Assess and review risk and eligibilities; ensure the grantee is meeting eligibility requirements of the grant in question.
Participate in Technical Review Committee (TRC) panels.
Create and maintain notes of TRC meetings and results. Ensure record in SmartSimple GMS 360 accurately reflects TRC activities.
Assist OEA in ensuring grantee’s responsibility and accountability for use of federal grant funds.
Process grant awards using the appropriate documents, templates and terms and conditions as outlined by OEA management and OEA Standard Operating Procedures.
Design, develop, implement, and interpret grants/assistance management policies, procedures, and practices
Develop, review and update Standard Operating Procedures and desktop manuals.
Prepare, process, issue and track grants/assistance awards in accordance with DoD, OEA and Federal requirements.
Conduct financial monitoring to ensure payments to grantee do not exceed the amount of funds awarded on the grant.

A current (no more than 6 years old) Certification in Federal Grants Management by a relevant accrediting body (e.g. NGMA, MCI, GPCI, etc.), and shall have been trained on the OMB 2 CFR 200 Regulation, per the new guidance of the Office of Management and Budget (OMB) that went into effect on December 26, 2014.
A Bachelor’s Degree and a minimum 3 years of experience processing federal grants to include reviewing federal grant applications (SF 424), Payment Requests (SF 270), and Federal Financial Form (SF 425).
Demonstrated knowledge of grants/assistance management processes and techniques consistent with sound business and industry practices; and financial methods, procedures, and practices to assess the financial stability of recipient of Federal grants or cooperative agreements.
Experience reviewing and making recommendations to highly complex grants and cooperative agreements.
Ability to provide independent analyses, advice, and recommendations on grants and cooperative agreements.
Ability to collaborate as part of several teams and ensure completion of other’s work product.
Ability to record notes during official review meetings to be included in the official grant record.
Experience with GAO Code of Federal Regulation (per 2 CPR, Part 200)
Experience with Federal Grant Regulations and understanding policy implications as opposed to best practices.
Strong demonstration of experience using Microsoft Office products and Adobe Acrobat.
