Job Description:

Kratos Defense & Rocket Support Services is currently seeking a Program Analyst/Requirements Officer for Global Broadcast System, Teleport System and Anti Access Area Denial Support to provide support to the N2/N6 Requirements Officer and act as the Resource Sponsor Primary Point of Contact for all programmatic issues related to the following programs and initiatives: Teleport systems; Global Broadcast System (GBS) terminals; Enhanced SATCOM Gateway Modem (ESGM); Shore Communications Infrastructure Vulnerability assessments; Ad hoc Fleet Communications SME, and future systems.

The Program Analyst will be responsible for planning, organizing, executing and controlling performance of technical, business and financial services projects, ensuring that goals and objectives are accomplished within prescribed timeframe and funding parameters. Provides primary interface with client management personnel regarding strategic issues. Coordinates all parties to tasks, performs quality assurance reviews of project deliverables and activities for completeness, quality, and adherence to customer requirements. Delivers presentations and leads client meetings.

Provide support to N2/N6 for Navy, Joint and International forums to include: Acquisition Review Boards; Operations Testing Readiness Reviews; Integrated Product Team meetings; meetings/conferences on emerging technology and related issues; Joint Requirements Oversight Council (JROC) and related JCIDS Boards. Specific meetings include but are not limited to: Bi-annual GBS Operational Working Group (GOWG); Teleport Operations Working Group (TOWG); Teleport Capabilities Working Group (TCWG).

Provide assistance to N2/N6 with the integration of Navy and Joint guidance and direction to support development of recommended Navy capability requirements and programming strategies. Assist N2/N6 in drafting, reviewing and staffing recommended Navy plans, instructions, and requirements documents related to communications capabilities development.

Assist N2/N6 in the oversight of communications programs and their execution by Navy organizations receiving N2N6 funding. This includes continual review and awareness of current funding in iRAPS for assigned programs. Provide subject matter support to N2/N6 Requirements Officers on Navy Teleport programs and participate in a broad range of systems studies to support programming and planning. Escort non-N2/N6 personnel through office spaces as required.

Experience and Skills:

Minimum Experience:

  • 10 years of progressive experience (at least five years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems. Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts is highly desired.
  • Active DoD TS/SCI Clearance.
