Washington State Marine Operations Watch Supervisor in Belltown, Washington
The Opportunity: The Washington State Ferries is seeking a Marine Operations Watch Supervisor. This position is responsible for coordinating activities of personnel engaged in emergency management, communications, traffic management, and dispatch and customer relations. The Watch Supervisor maintains communications between the operations center and field operations, is responsible for maintaining, updating and disseminating all recorded information which impacts on-time performance, operations disruptions, and daily fleet activities. This position also initiates and dispatches necessary resources to remedy the operation irregularities/emergencies in coordination with Safety Management Procedures (SMS). The schedule for this position is a swing shift on Thursday (1300-2200 hours) and graveyard on Friday, Saturday, and Sunday (2100-0700 hours).
Washington State Ferries is a government agency within the Washington State Department of Transportation (WSDOT) that operates automobile and passenger ferry service in the U.S. state of Washington as part of the Washington State Department of Transportation. It runs 10 routes serving 20 terminals located around Puget Sound and in the San Juan Islands, designated as part of the state highway system. The agency maintains the largest fleet of ferries in the United States at 24 vessels, carrying 23 million passengers in 2014. As of 2014, it was the largest ferry operator in the United States, and the fourth-largest ferry system in the world.
The Washington State Department of Transportation (WSDOT) is the steward of a multimodal transportation system and responsible for ensuring that people and goods move safely and efficiently. In addition to building, maintaining, and operating the state highway system consisting of over 18,000 lane miles and 3,600 bridge structures, WSDOT is responsible for the largest ferry system in the nation; owns three Talgo train sets in the Amtrak Cascades fleet; and works in partnership with others to maintain and improve local roads, railroads and airports, as well as to support alternatives to driving, such as public transportation, bicycles and pedestrian programs. This position will perform the following work:
- Maintain communications between the operations center and field operations (vessels and terminals). Will be responsible for maintaining, updating and disseminating all recorded information. Direct all operations support staff, including Dispatch, Information Agents and Terminal staff in lieu of supervisory or managerial personnel on duty or as needed which impacts on-time performance, operational disruptions and daily fleet activities
- Manage day to day operational emergencies/irregularities within the guidelines of the Safety Management System
- Provide first responder actions to arrange transport of persons in critical medical condition. This will include disruptions to the scheduled service
- Provide interface between vessels, terminals and management with city, county, state and federal agencies for regulatory and emergency response requirements
An ideal candidate for this position will have:
- Five years of experience in marine operations working with passenger transportation systems OR a Bachelor's degree and one year of supervisory experience in a marine transportation system
- Additional qualifying experience in marine operations or passenger transportation systems may be substituted, year for year for the education
- Knowledge of: International Safety Management (ISM), Safety Management System (SMS), USCG regulations and WSF regulations and vessel staffing requirements, Collective Bargaining Agreements as they relate to hours of work and paid/unpaid leaves, computer programs such as Word and Excel, familiarity with specialized computer programs used by the Dispatch Department
- Ability to plan, organize and work independently, establish and maintain effective working relationships with employees and staff; comprehend complicated instructions from supervisors and formulate action plans, communicate and maintain composure under high stress situation
- Ability to read and understand Collective Bargaining Agreements and maritime licenses, and make sound business decisions in compliance of same
Note: This position is covered by a union shop provision. Therefore, as a condition of employment, candidates who are appointed are required to become members of MMP, or arrange to pay to that union a fee equivalent to its regular monthly dues. The union shop provision shall be effective on the first day of the month following the employee's initial 30 days in this classification.
