The Cincinnati VAMC is currently looking for One (1) LPN's to work at the Community Living Center. This position could be located at the Cincinnati Campus*. This position will report directly to the Nurse Managers of the CLC*.

The incumbent will be directly responsible to the Nurse Manager, Community Living Center.

Duties for this position may include but are not limited to:

•Interaction with patients and families •Provides basic personal care, including oral hygiene, denture care, shaving and grooming, cleaning and clipping fingernails, bathing (shower, bed or tub), according to nursing procedures and guidelines; •Provides a safe, comfortable, pleasant environment, including clean bed, bedside stand, over-bed table, and a safe ward in general •Identifies hazards that relate to patient care management and reports condition that needs correction to appropriate persons •Positions patients and over-bed table and assists patients with meals and nourishments •Feeds patients as indicated, and encourages fluids prn •Sets up and administers oxygen •Performs catheterization when assigned •Initiates foley catheter care, according to procedure, and applies external catheter •Participates in the disposition of the patient and provides care of the body after death •Carrying out complex nursing activities for patients with physical and/or behavioral problems •Ability to identify and take appropriate actions in crisis situations with high-risk patients •Demonstrates initiative, clinical competence in long term care nursing •Self-direction and adherence to work obligations •Demonstrate effective communication skills and interpersonal relationships •Applies and removes non-sterile bandages, slings, elastic bandages and stockings •Takes and records vital signs and measurements, which include temperature, pulse, respiration, blood pressure, height, and weight •Assists with the instruction of patients regarding self-care activities and patient education assigned by the RN for reinforcement •Recognizes medical emergency situations and initiates appropriate action This announcement is not intended to cover all aspects of the duties, responsibilities or qualifications of this position.

a. Citizenship: Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.

Education: Graduate of a school of practical or vocational nursing approved by the appropriate State agency and/or [accredited by] the National League for Nursing [Accrediting Commission (NLNAC)] at the time the program was completed by the applicant. Verification can be obtained from the State approving agency [or] the National League for Nursing [Accrediting Commission], 61 Broadway, 33rd Floor, New York, NY 10006. Exceptions include: (1) Health care education in the military service or training in the military service which is accepted by the licensing body in the jurisdiction in which the individual is licensed as qualifying for full LPN/LVN licensure will be accepted as meeting the education requirements for VHA employment. (2) VHA employees who were converted to appointments under 38 U.S.C. 7401(3) in implementation of Public Law 98-160, enacted November 21, 1983, and for VHA employees converted to appointments under 38 U.S.C. 7405 in implementation of Public Law 99-576, enacted October 28, 1986; and for their future personnel actions under this authority. The waiver will not apply to persons appointed under 38 U.S.C. 7401(3) or 7405 after these conversions. (3) Individuals granted a license by a jurisdiction that does not require graduation from an approved school.

c. Licensure: Full, active, current and unrestricted licensure as a [ ] licensed practical or vocational nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or District of Columbia. An LPN[/LVN] who has or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in chapter 3, section B, paragraph 16 of this part.

e. English Language Proficiency: Licensed practical or vocational nurses appointed to direct patient care positions must be proficient in both spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

•To Qualify at the GS-3 level: Experience and Education. None beyond the basic requirements. •To Qualify at the GS-4 level: Experience. Six (6) months of qualifying experience as a LPN or LVN. OR Experience and Education. Graduation from an approved school and one (1) year of experience that involved nursing care work in a hospital outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures. OR Education. Graduation from an approved school of at least 24 months duration. •To Qualify at the GS-5 level: Experience. Completion of at least 1 year of qualifying experience at the GS-04 level or equivalent. •To Qualify at the GS-6 level: Experience. Completion of at least one (1) year of qualifying experience at the GS-05 level or equivalent and fully meeting all performance requirements for the GS-05 LPN/LVN.


Definition of Qualifying Experience: Successful nursing practice experience as an LPN, maintaining acceptable standards within a health care setting under the direction of a registered nurse or physician. This may include experience as a graduate practical or vocational nurse provided the applicant was utilized as a practical or vocational nurse and passed the State licensure examination on the first attempt. The experience must be documented on the application and verified in an employment reference or through other independent means.

Physical Requirements:The population of male and female veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. The VA Medical Center is a major interdisciplinary teaching facility, serving medical, surgical, and neurological inpatients and outpatients. There is a large outpatient psychiatric population, with admissions for medical co-morbidities. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
