Job Overview

The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal, and Urban operated facilities and programs.

Manage the Performance Improvement activities assuring compliance with requirements which meets the hospital mission of excellence to improve quality of care, coordination of care, staff and family care. This includes advising and interpreting new procedures, practices and requirements to meet agency standards. Assure staff are adequately trained or orientated, prepared and competent to perform in disaster planning and management; organizes and coordinates with multidisciplinary team as it relates to quality of care. Maintain records and reports on patients and organization of all pertinent clinical data needed to provide comprehensive medical care. Investigates and resolves patient care issues, EMTALA violations, sentinel events to determine degree, sources and control of problems and contributing elements. Establish an on-going program of chart reviews, process review and assures effectiveness of each.

BASIC REQUIREMENT(S): Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. A copy of your licensure must be provided. Additional Requirements: The following shows the amounts of education and/or experience required to qualify for this position: GS-9: Two full years of progressively higher level graduate education OR a master's or equivalent degree OR one year of specialized experience equivalent to at least the GS-7 grade level. To qualify based on specialized experience for the GS-09 level, you must have one year of experience (equivalent to the GS-07) that included duties such as: Work with other professional staff members in coordinating and executing an acceptable Performance Improvement Plan. Assure processes are established to assess effective facility measurement of performance in relation to patient outcomes, collect data and information used to identify opportunities for organizational improvement; assist facility performance improvement committee to implement improvement; demonstrate performance improvement (PI) functions through review and revision of PI plans, risk management reports, and utilization review reports; provide continuing education for staff and volunteers in order to keep current accreditation standards, agency and organizational policies and regulations; provide direct patient care utilizing outpatient and emergency room visit planning including triage and nursing processes, responds to emergencies, disasters and other crises through established emergency plans of actions. GS-11: Completion of all requirements for a doctoral degree (PhD or equivalent) or three full years of progressively higher level graduate education OR one year of specialized experience equivalent to at least the GS-9 grade level. To qualify based on specialized experience for the GS-11 level, you must have one year of experience (equivalent to the GS-09) that included duties such as: Establish criteria, assessing quality assurance/performance improvement program effectiveness, investigating or analyzing a variety of conditions, which affect a wide range of activities and provide an action plan to provide quality patient care and services. Serve as Patient Advocate. Consult on standards and guides the development of mechanisms to review and evaluate the technical quality of medical care. Assists with the development and coordination of Performance Improvement Teams, Government Performance Results Act (GPRA) and the Improving Patient Care (IPC) development. Conduct inquiries to evaluate appropriateness of care, review documentation of the care provided, implement corrective action plans to ensure resolution, and to improve patient care outcomes. Serve as the Data Abstractor/Analyst with the responsibility for independent review of complex medical and professional information. Assist department heads to investigate problems, determine action, and prepare problem analysis and performance improvement plans. Serve as resource person on regulations of all agencies involving Performance Improvement and reimbursement such as Centers for Medicaid & Medicare Services/Joint Commission and Indian Health Service Manual. Coordinate and monitor compliance activities. Assist with the development and evaluation of the Strategic Plan and is responsible for periodically reviewing the third party billing. Maintain current regulatory resources, ensures regulatory and policy updates regarding hospital-wide compliance. Oversee the education and training process regarding compliance-related activities. Initiate investigations related to noncompliance and determine/initiate the implementation of appropriate corrective action plans. Coordinate the Medical Staff Bylaws Rules and Regulations. Coordinate Medical Staff Peer Review, medical records review, diabetic chart audits, etc.
