Subcontracts Administrator II
Under very general supervision, responsible for preparation and administration of subcontracts, task orders and subsequent amendments consistent with client requirements, government regulations and procurement policies/procedures. Participates in teaming arrangements and strategic marketing alliances between company and outside sources Reviews client solicitations and provides recommendations regarding outsourcing requirements to business management proposal team. Tasks include the negotiation of terms and conditions, analyses of price and creation of the subcontract document; monitoring subcontractor's performance, managing deliverables and payment of invoices. Keeps fully informed on all subcontract standards, plans and policies. Prepares and supports subcontract negotiations. Maintains contact with managers regarding the performance of subcontract negotiation, preparation and monitoring. Prepares and disseminates information regarding subcontract status, compliance, modification, deviation, negotiation and termination. May be assigned higher value tasks with oversight from more senior level staff.
Requires knowledge of business principles in areas such as procurement, business and contracts law, accounting and standard operating procedures and the ability to perform non routine job requirements within the scope of the position with minimal supervision. Requires experience in procurement and related functions with particular emphasis on negotiation and contract administration.
Regularly communicates and interacts with lead or manager, other procurement staff, functional peer groups, line organizations and suppliers. May interact with company senior management. Requires strong oral and written communication skills
Works on assignments that are of moderate to high complexity where analysis of routine and non-routine data is required. Utilizes professional concepts learned to solve a variety of problems. Exercises independent judgment in selecting methods and techniques in obtaining solutions.
Detail oriented and organized. Able to read, understand and develop subcontracts, task orders and other documents with a high degree of accuracy.
