The Secretary of Defense Memorandum of 14 August 2012 designed healthcare professions as shortage and critical need positions, and to appoint qualified healthcare professionals. this announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for providing care for uniformed services' family members and retirees at Military Treatment Facilities around the globe.

The selectee for this position serves as a Health System Specialist (Managed Care Support Contract (MCSC) Surveillance Specialist) in the Healthcare Operations (HCO) Directorate, TRICARE Health Plan (THP), TRICARE Regional Office (TRO) - East located in Falls Church, Virginia with the Defense Health Agency (DHA).


As an Health System Specialist, you will be responsible for a variety of duties with these being the major duties:

  • Serving as the Contracting Officer's Representative (COR) consultant on matters related to the TRICARE Regional Managed Care Support Contract (MCSC).

  • Assisting the TRO-East Aurora COR/s and DHA and regional TRO Subject Matter Experts (SMEs) with interpreting, evaluating and documenting compliance with contractual requirements.

  • Performing workload and other statistically-based analyses to identify and address the regional implications of contractor performance. Makes process improvement recommendations based on these analyses to resolve critical and/or complex problems or issues.

  • Using analytical models, applications and information systems in providing data and conducting region-wide studies and analyses to determine the level of MCSC compliance with contractual requirements. Makes decisions and recommendations requiring considerable analysis and having impact on the substantive nature of the program. Develops and refines appropriate metrics intended to monitor MCSC' compliance with contract requirements.

  • Coordinating with DHA and regional SMEs to ensure that contractor performance is within prescribed standards and requirements. Performs contractor performance surveillance in concert with DHA Contracting Officer and COR in accordance with the Performance Assessment Plan. Administers the regional Performance Assessment Plan to ensure that it is updated with any changes and that SMEs understand the requirements in which they are accountable. Ensures all required documentation is provided by SMEs on time and that new SMEs are oriented regarding their oversight responsibilities. Coordinates continuous SME training and development.

  • Supporting the Award Fee Board (AFB) process by coordinating and providing required material inputs for the board and coordinating technical SME information in accordance with the timelines and standards set by the Board and in the Award Fee Plan. Utilizes documentation and contracting communication tools to insure complete, timely and accurate assessment of contractor performance. Able to discern data from multiple sources and/or reports to allow Government staff focus on area of special regional interest.
