About the Agency
This position is located at the Armed Forces Retirement Home (AFRH), Healthcare Services. The Armed Forces Retirement Home (AFRH) is an independent Agency in the Executive branch of the US Government. The AFRH provides residences and related services for certain retired and former members of the US Armed Forces (24 US Code 10, Subchapter 411). The Chief Operating Officer (COO) is the head of the Agency and its communities and is subject to the authority, direction and control of the Secretary of Defense.
As a Clinical Nurse, you will:
Provide clinical care as needed, promotes better health practices through analyzing nurse scheduling processes and risk assessment, and advises nurses who provide direct care to patients in a mentorship capacity.
Develop and maintain performance measures for nurse staffing, to facilitate staff coverage for the provision and coordination of Resident care on any given shift and to match Resident care issues with staff needs.
Maintain compliance to professional nursing standards and regulatory requirements.
Complete and submit recurring reports on usage and nursing staffing ratios. Staffing metrics and performance reports will be developed, maintained and reported as required by management in a timely manner.
Review resource staffing needs to determine the number and blend of full time, intermittent and/or agency/contract nurses needed, for validating the nursing hours per Resident day, and works with Nurse Managers and Supervisors to identify and share resources.

Registration requirement: Applicants must have an active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.
Education requirement: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
Specialized experience:For the GS-10, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level or equivalent that includes; conducting patient/resident assessment; developing and carrying out nursing care plans; functioning as a Charge Nurse; medication administration (oral, intramuscular, subcutaneous, intradermal, topical, rectal, intravenous, etc.); and communicating patient/resident condition and changes to patient/resident, nursing personnel, physicians, and family members.
You may substitute education for specialized experience as follows: Completion of all requirements for a doctoral degree (Ph.D. or equivalent) or 3 full years of progressively higher level graduate education. Graduate education must have been in nursing with a concentration in a field of nursing (e.g., teaching, a clinical specialty, research, administration, etc.) or in a closely related non-nursing field directly applicable to the requirements of the position to be filled. Education obtained in foreign colleges or universities will only be credited if that education is comparable to that of the U.S. (The applicant must provide proof of comparability at the time of application.)

SPECIAL NOTE: Long-term care experience and/or interacting with geriatric patients is highly desired.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
