Essential Job Functions
The Level 2 Instructional Technologist shall be able to perform all of the indicated tasks:
Design and publish guidelines, online tutorials, job aids, and procedures for the use of learning delivery systems, applications, and tools with input from Government technology leads and/or contract Instructional Technologists
Assist in the design, development, and delivery of technology-mediated learning activities and content
Provide on-the-job training to customers/users on learning delivery systems, applications, and tools
Provide brown bag sessions to customers/users on learning delivery systems, applications, and tools
Identify, document, and troubleshoot delivery constraints and issues with selected tools
Gather and disseminate feedback, reports, and metrics regarding delivery systems, applications, courses and tools
Track online learning development/delivery projects
Format and structure training/course learning modules so they can be launched and tracked delivered by the LMS
Reconfigure existing COTS/GOTS web-based training materials/courses so they can be launched and tracked in the LMS
Incorporate varying media files and formats into the web-based training materials/courses
Configure web-based training materials/courses for SCORM compliancy in accordance with Applicable Documents
Configure training/course modules so they are Americans with Disabilities Act (ADA) 508 Compliant
Conduct Computer software coding as it relates to content, files and information. ( e.g. HTML, HTML5, XML, JAVA, FLASH, Cold Fusion)
Identify and recommend learning applications and tools to enhance content delivery
Identify and develop guidelines, online tutorials, job aids, and procedures for the use of learning delivery systems, applications, and tools
Provide technological guidance/leadership for the design, development, and delivery of technology-mediated learning activities and content
Provide brown bag sessions to customers/users on learning delivery systems, applications, and tools
Instruct customers/users on learning delivery systems, applications, and tools
Recommend and implement mitigation strategies for delivery constraints and issues with selected tools
Aggregate and analyze feedback, reports, and metrics regarding delivery systems, applications, and tools
Qualifications:
Basic Qualifications
* Bachelor's degree or equivalent combination of education and experience
* Bachelor's degree in systems engineering, computer science, management information systems, or related field preferred
* Seven or more years of experience in systems engineering, software engineering, operating systems programming or naval architecture
* Experience working with computer hardware, operating system software and desktop applications with a specific concentration in one or more areas
* Experience working with one or more structured programming languages
* Experience working with design principles and applications
Other Qualifications
Bachelors Degree in Instructional Technology, Educational Technology, Information Systems Management, or Instructional Systems Design and five (5) years of experience. In lieu of a Bachelors Degree an additional four 4 years for a total of 9 years of experience. Additionally:
Minimum of five (5) years experience within the last seven (7) years supporting the design, development, and delivery of courses using asynchronous Distance Learning methodologies and applications (e.g. Saba’s Centra Symposium and Blackboard)
Minimum of five (5) years experience within the last seven (7) years supporting the design, development, and delivery of courses using synchronous Distance Learning methodologies and applications (e.g. Saba’s Centra Symposium)
Three (3) years experience within the last four (4) years in the following:
Preparing and integrating course material into Distance Learning applications
Developing and providing metrics information associated with student utilization of Distance Learning applications (i.e. Blackboard)
Providing technical assistance to students, instructors, and course administrators in the use of the available Distance Learning applications
Minimum of two (2) years experience within the last three (3) years in the following:
Web based course development and delivery tools
Current virtual learning methodologies and tools
Implementation of SCORM
Latest course content development tools such as Captivate, Articulate, Dreamweaver, FLASH
Must have current TS/SCI w/Poly
* Strong communication skills to communicate systems proposals to management and customers and provide systems diagnoses and resolution for current systems
* Strong organization skills to prioritize work, balance and lead complex projects
* Good interpersonal skills to interact with customers, senior level personnel, subordinates, and team members
* Good leadership skills to guide and mentor the work of less experienced personnel
* Ability to integrate complex hardware and software systems
