Position is located in a Youth Regional Treatment Center (YRTC) in Hemet, CA. The YRTC has a capacity of 32 beds, 3 transitional rooms and 5 family suites. It delivers residential treatment services in an integrated, multi-disciplinary manner, including 12-step and American Indian spirituality based practices, to adolescents who are affected by substance abuse, and in most cases, co-occurring mental conditions. The purpose of the position is to supervise and deliver quality nursing care to youth ages 12 to 17 years of age with substance use/chemical dependency/co-occurring problems. Serves actively and constructively as a member of the multi-disciplinary treatment team, supports the organization and program philosophy of care; ensures the safety and well-being of each resident. Incumbent works in coordination with other professional staff in the treatment and management of facility residents to ensure a safe, structured, and therapeutic residential treatment environment. Incumbent reports to the Supervisory Psychiatric Nurse.

- Responsible for patients from admission to discharge and has considerable knowledge, experience and skill for concentrated effort and self-motivation to carry out patient care assignments.
- Observe patients' changing conditions and participates in updating patient care plans throughout the shift consistent with recognized nursing standards and in accordance with appropriate nursing care and prescribed medical treatment.
- Assess and treats minor health problems such as colds, impetigo, cuts and bruises.
- Prepare and administers prescribed medications orally and intramuscularly; glucose monitoring and diabetes medication management per physician's orders.
- Take vital signs, takes specimens, and supports the doctor in diagnostic procedures applicable to the residential treatment center milieu.
- Participate with the multi-disciplinary team in the development, implementation and evaluation of the patient's treatment plan in the residential treatment program.
- Participate in the admission of patients by collecting patient information, orienting patients to the facility, and checking them for contraband.
- Occasional Travel

BASIC REQUIREMENT(S): Licensure: Candidates must be currently licensed to practice as practical or vocational nurses in a State or territory of the United States or the District of Columbia or must have applied for a license to practice.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-5 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or qualifying experience includes nursing care work in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures, performing such duties as:
- Experience in understanding of/and systematic review and analysis of the patient's medical/nursing history and patient care plan so that nursing care is tailored to the patient's needs;
- recognizing and responding to deviations from normal conditions so that care may be given immediately;
- knowledgeable in wide variety of interrelated or non-standard assignments requiring licensure as a practical or vocational nurse and broad work experience that demonstrated skill sufficient to resolve a range of problems with responsibility for carrying assignments to completion; and
- knowledgeable in, and skill sufficient to understand, nursing principles, practices and procedures; patient disease entities; patient care plans; medical equipment; medical materials and supplies for the purpose of carrying out the nursing care for a selected patient load of patients.
- Providing pre- and post-operative patient care.
- Observing, recording, and reporting changes in behavior of mentally ill patients.
- Providing reassurance and encouragement to mentally ill patients.
- Assisting surgeons and registered nurses in operating room activities, including passing instruments, maintaining sterile conditions, and draping and positioning patients.
- Setting up and operating special medical equipment and apparatus.
Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employee credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which annual leave is earned.
