Purpose of the position

Will perform assigned procurement manager duties as a PAE employee onsite at the NASA Johnson Space Center. Develops and maintains account procurement processes in accordance with the Federal Acquisition Regulation (FAR). Supervises a group of procurement professionals. Plans and coordinates the procurement of materials, products / services necessary for the operation of the business unit or assigned project. Assists in the hiring, firing, performance appraisals and pay reviews of purchasing personnel.

Principal Responsibilities of the Position

  • Supervises short and long-term procurement strategies designed to reduce cost and improve quality and service. Establishes policies and procedures for procurement department.

  • Measures effectiveness of operations through internal and external periodic feedback procedures. Reports feedback, recommends and implements changes as appropriate.

  • Initiates and maintains partnerships with external vendors by negotiating purchase order contracts and subcontracts with appropriate sources of equipment, supplies, and services.

  • Anticipates institutional needs and requirements by keeping abreast of market and product trends and developments.

  • Assists in negotiating with vendors for the lowest costs and incentives and analyzes market price.

  • Facilitates the preparation and submission of purchase order contracts with funding agencies and in accordance with organizational and agency reporting requirements.

  • Recommends and/or initiates the selection and hiring of employees. Trains and evaluates employees to enhance their performance, development, and work product. Addresses performance issues and makes recommendations for personnel actions. Makes recommendations for salary increases, transfers and terminations to manager.

  • Supervises procurement staff. May provide functional advice or training to less experienced positions.

  • Identifies opportunities to create efficiencies within the procurement organization with the utilization of blanket PO’s and master service agreements


Education and Experience Requirements

  • Experience with government contracts

  • Bachelor’s degree or equivalent combination of education and experience.

  • Bachelor’s degree in business administration or related field preferred.

  • Six or more years of procurement experience.

  • Experience working with procurement practices.

  • Experience working with company policies and procedures.

  • Experience working with the Federal Acquisition Regulation (FAR)

  • Experience working with supply sources and pricing.


  • Must be a U.S. Citizen in order to obtain required NASA badge.

  • Must be able to provide a certified Birth Certificate (with state seal), Passport, or INS Citizenship documents on date of hire (candidate will be sent home if this paperwork is not provided upon arrival on date of hire).

  • Must have the ability to communicate the English language, both verbally and written, in an effective manner.

  • Must have, and maintain, a valid Texas Driver’s License.

  • Must be able to pass a Pre-Employment background check and drug screen test.

  • Clean, neat, and professional personal appearance.

  • Will insure quality and completeness of work in a safe and timely manner as well as insuring areas worked are clean, neat and ready for Customers’ needs when complete.

  • Prior knowledge of NASA site, experienced with working on government installations preferred.
