Job Overview

The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal, and Urban operated facilities and programs.

The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. These positions are located at Kayenta Health Center, Kayenta, AZ and at Inscription House Health Center, Shonto, AZ. Incumbent serves as Family Nurse Practitioner providing medical and health care for ambulatory patients, emergency cases, and individuals and families. Formal supervision is provided by the Chief of Staff if appointed at the Inscription House Health Center or the Clinical Director if appointed at the Kayenta Health Center.


The Nurse Practitioner works alone or as a member of the practitioner team. The incumbent:

  • Provides diagnostic, preventive, and therapeutic health services
  • Performs a detailed physical exam, records findings and makes critical evaluations
  • Discriminates between normal and abnormal findings
  • Makes decisions concerning medical care needs
  • Works collaboratively with physician in management of selected complex medical problems
  • Evaluates the medical aspects of treatment plans periodically
  • Maintains knowledge and proficiency in medical practices
  • Provides full range of emergency services or crisis intervention life saving emergency procedures
  • Participates in Quality Assurance review processes

Education:Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Graduate level education must have been in nursing with a concentration in a field of nursing (e.g., teaching, a clinical specialty, research, administration, etc.) or in a closely related non-nursing field directly applicable to the requirements of the position to be filled. Transcripts must be provided if you are substituting education for experience.

Registration: Applicants must have active, current, unrestricted registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-


GS-9 - Two full years of progressively higher level graduate education OR a master's or equivalent degree OR One year of specialized experience defined as providing direct and comprehensive primary, preventive and therapeutic medical and nursing care to patients related to the specialty for which you are applying.

GS-11 - Three full years of progressively higher level graduate education or completion of all requirements for a doctoral degree (Ph.D. or equivalent) OR One year of specialized experience defined as serving as a Nurse Practitioner providing direct and comprehensive primary, preventive and therapeutic medical and nursing care to patients related to the specialty for which you are applying.

GS-12 - One year of specialized experience serving as a Nurse Practitioner providing direct and comprehensive primary, preventive and therapeutic medical and nursing care for patients related to the specialty for which you are applying as well as counseling and/or coordinating services and participating with other disciplines in reviewing the program.

SELECTIVE FACTOR: In addition to the qualification requirements for the OPM and IHS Excepted Service Qualifications described above, to be rated basically qualified for this position, candidates must possess current, valid, active, unrestricted professional nursing license as a professional nurse from any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. New graduates must also possess this licensure as indicated with no grace period allowed. Applicants must have certification issued by the appropriate certifying body, the American Academy of Nurse Practitioners (AANP) or through the American Nurses Credentialing Center (ANCC), as a Nurse Practitioner. New specialty graduates (individuals who have obtained a qualifying degree within six months of their appointment) have six months from the date they enter on duty to provide evidence of certification. During this six-month period, new nurse practitioner graduates will be assigned responsibilities under closer supervision than normally expected of a certified nurse practitioner. If certification is not obtained within the six months of appointment, you will be separated from Federal service.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.
