The Information Technology Services Office within the Department of Ecology is looking to fill an IT Unit Supervisorposition* (IT Systems/Applications Specialist 6).*This position is located in our Headquarters Building (HQ) in Lacey, WA.

The IT Unit Supervisorposition reports to the Business Systems Development Services Manager. The IT Unit Supervisor position is responsible for working with Ecology and State information technology (IT) managers and staff to develop integrated solutions for managing environmental data. This position is responsible for working in partnership with the Environmental Assessment Program (EAP) and Shorelands and Environmental Assistance (SEA) leadership teams to manage, direct, and administer information technology activities and initiatives that support the programs' strategic plans. This position is responsible for supervising 12 full-time equivalent (FTE) staff positions and serves as the agency authority for designing, building, and maintaining systems for environmental monitoring and shoreline management.

We are looking for candidates possessing strong technical, leadership, and communication skills and experience to provide expert Information Technology consulting services to senior business managers, IT managers and executive management on cost, impact, planning, design, development, and technical needs in support of environmental strategic initiatives. The successful candidate should have the ability/experience to effectively lead multiple application development teams in support of agency-wide initiatives as well as program specific projects. As the agency's lead advocate and visionary for agency-wide environmental systems, the successful candidate should be a strategic thinker and have the ability to work effectively across agency program areas.

The Information Technology Services Office is made up of people dedicated to creating and supporting useful technology services that adapt for the future and support Ecology's mission.

The Unit Supervisor provides leadership, management and supervision of the Environmental Systems Support Unit to effectively develop, implement, and maintain critical systems that support the protection and restoration of Washington's air, land, and waters.

Several key functions include:

  • Directs planning, staffing, organization, and evaluation of the strategic direction of the unit.
  • Coordinates with program management, steering committees, and business planning committees to identify and prioritize work for IT staff.
  • Communicates job expectations, determines standard work practices for unit, sets priorities, schedules work assignments, and directs the work of employees.
  • Reviews project proposals/plans and work requests and provides expertise to business, application development, and infrastructure support teams.
  • Directs the design of agency information management systems using advanced application development techniques.
  • Determines appropriate application software systems to support agency requirements.
  • Assists in the development of policies, standards, and best practices for project planning, management, application development, data and application architectures.
  • Monitors and evaluates the work performed by the unit to ensure timely completion of projects assigned.
  • Monitors and documents employee performance as needed, providing on-going feedback.
  • Recruits, interviews, and hires IT staff.

Required Qualifications:

A Bachelor's degree in an Information Technology program or closely related field; ANDfive (5) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: systems development, systems analysis, database management, technical support troubleshooting, project management, IT supervisor or team lead.


An Associate's degree or higher in an Information Technology program or a closely related field; AND six (6) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: systems development, systems analysis, database management, technical support troubleshooting, project management, IT supervisor or team lead.

Additional years of experience can substitute, year for year, for education.


Six (6) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: systems development, systems analysis, database management, technical support troubleshooting, project management.


Two (2) or more years (full-time equivalent) experience as an IT supervisor or team lead.

Desired Qualifications:

  • A Bachelor's degree with focus on programming/software engineering.
  • Education and knowledge of environmental sciences, in-depth knowledge of environmental information data systems, and experience supporting science based business areas.
  • Professional level experience consulting, designing, programming, maintenance and/or supporting work for moderate or large size organization.
