This position will work collaboratively to support the mission of the agency by consulting with hiring managers to develop recruitment and selection strategies to meet business needs, screen applications, support behavioral-based interviews, provide reference check assistance, and related on-boarding activities.

The mission of Ecology's Human Resources Office (HRO), located in Lacey, WA is to develop successful employees, promote healthy and productive relationships, ensure a safe work environment and recruit great talent to achieve Ecology's mission.

We are looking for an organized, detail oriented, creative problem solver who works well in a collaborative, responsive, and fast-paced environment. Our human resource team supports agency leadership and provides oversight for human resource classification and compensation, recruitment & selection, labor relations, employee development, performance and organizational management, diversity, and HR technology and data.

As a Senior Human Resource Consultant, the successful candidate will:

  • Work as a strategic partner to executives, managers, and supervisors in assigned programs for recruitment including; sourcing, diversity and inclusion, workforce planning, selection, and on-boarding (new employee orientation).
  • In collaboration with the lead HRC 4 in Recruitment and Diversity, and other HRCs, works to support the business goals of the administrative and environmental programs assigned, and the mission of the agency, by partnering with hiring managers to assist with the recruitment and hiring process including; developing program and job specific recruitment strategies, consulting on recruitment/hiring needs resulting in dynamic job announcements, posting open positions on the online recruiting system (OLRS), conducting market outreach on all open positions, designing supplemental questions that provide excellent screening, screening applications, presenting qualified applicants to hiring managers, providing consulting services during the interview process (telephone pre-screen, interview question development, panel development, assistance with appropriate assessments, etc.), assistance with reference checking, offer letters, and on-boarding activities as required.
  • Ensures state and federal employment laws, civil service rules, collective bargaining agreements, and agency policies are consistently interpreted and applied as related to recruitment, selection, recruitment training, and diversity.
  • Actively participates in and engages in program and management team meetings to develop and maintain customer relationship and strengthen the understanding of roles and responsibilities during the recruitment, selection, and on-boarding processes. Develops, organizes and presents recruitment service reviews including performance analysis and metrics with programs. Uses data effectively to improve recruitment results. Data includes diversity and AAP goals.
  • Provides senior level advice and consultation on continuous process improvement involving the recruitment, selection and on-boarding processes.
  • Conducts customer satisfaction surveys and activities with assigned programs, collects program feedback, evaluates the results, and produces reports to help guide effective recruitment and selection efforts.
  • Researches, outreaches and networks with external partners to develop effective recruitment alliances for filling open positions and anticipated staffing needs.
  • Works with Communications team to align agency communications branding with recruitment outreach including social media strategy.
  • Designs and implements special emphasis recruitment initiatives and strategies for diversity and hard-to–fill positions and researches position specific recruitments to fill positions with candidates. Does headhunting and networking calls to potential applicants as required.
  • Advises program leadership of training needs for hiring managers to achieve the goals of Ecology's recruitment, selection, hiring and on-boarding process.
  • Administers the exit survey process for agency programs.
  • Represents the agency at career fairs, trade shows, conferences and meetings and other professional forums as needed.
  • Assists with workshop facilitation for various trainings associated with the recruitment, selection, and on-boarding process.

Required Qualifications:

An Associate's degree involving a major study in human resources, organizational development, business, social or behavioral science, or other allied field


Four (4) years of broad-based professional Human Resource experience that may include a combinationof the following;

  • Successful track record with employees, managers, supervisors and executives consulting on HR Services such as training & orientation, recruitment, diversity and inclusion, reasonable accommodations, career counseling, employee relations, labor relations, compensation and classification, operations, investigations, technical support (HRMS), or workforce planning.
  • Professional work experience in an organization's human resources office in recruiting, staffing, career counseling functions performing eligibility determinations, applying federal and state employment laws, rules, processes and agency policies.
  • Sourcing competitive candidates for open positions. Strong knowledge of social media tools and techniques used for recruitment purposes including LinkedIn, facebook, Twitter, Snapchat, Instagram, professional online groups and blogs.
  • Experience with applicant and candidate management. Internet research, familiarity with online application systems (such Monster, CareerBuilder, NEO.GOV, KTMS, or others).
  • Developing and maintaining long-term, effective recruitment networks including experience effectively facilitating hiring events, workshops, meetings, and forums. OR

A Bachelor's degree involving a major study in human resources, organizational development, business, social or behavioral science, or other allied field


Two (2) years of broad-based professional Human Resource experience that may include a combination as described above.

A Master's degree in human resources, organizational development, business, social or behavioral sciences, or allied field may substitute for one year of experience.


A combination of equivalent education/ professional experience as described above totaling six (6) years.

Desired Qualifications:

  • One (1) year of professional human resource experience as a full-cycle recruiter.
  • Professional recruiting organization work experience especially in scientific, engineering and IT staffing disciplines.
  • Advanced knowledge in diversity recruitment.
  • Prior professional human resource experience in the public sector and/or unionized workplace.
  • Career management training and experience; job coaching; career transition coaching; outplacement; job search skills and facilitator training.
  • Development of recruitment and diversity management reports using Excel and PowerPoint.
  • External Recruiting Partner relationship development and maintenance.
  • Existing relationships with regional and local colleges, universities and professional associations.
  • Extensive local and regional professional networking experience for recruiting purposes.
  • Experience with, and the ability to, effectively facilitate HR related workshops, meetings and forums.
  • Experience with coordinating and organizing paid and unpaid internships.
  • A Bachelor's degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning, or related field.
  • Scientific and technical work experience is a plus.
  • PHR or SPHR certification.
