The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal, and Urban operated facilities and programs.

This position will serve as a Licensed Practical Nurse in one of the Indian Health Service Health Centers or Hospitals throughout Oklahoma and Kansas.
Facilities: The two Oklahoma City Area Hospitals located in Claremore, OK and Lawton, OK range from 25-50 beds. Full services are available at all the hospitals including general medicine and surgery, pediatrics, and outpatient service. Health Centers located throughout the Area provide ambulatory care service.
This Open Continuous Announcement (OCA) allows acceptance of applications throughout the year with eligible applicants being placed on the OCA register and referred for consideration when vacancies occur. The first Cut-off date for receipt/referral of applications to be considered for available vacant positions will be 10/24/16. Other Cut-off dates will be established based on the date requests for List of Eligibles are received to fill other vacancies. 10 pt. Veterans Preference Excepted Service applicants who submit a complete application after a Cut-off date but before the List of Eligibles is issued, will be considered and referred on the list, if qualified. Appointment: May be Permanent, Temporary, Excepted Time-Limited, or Term with tour of duty of Full-Time, Part-Time or Intermittent. The Agency has the option of extending Time-Limited and Term appointments for up to a maximum of four years. Temporary positions not to exceed 12 months or less are subject to termination at any time. The Agency has the option of extending Temporary position appointments for up to a maximum of two years.
- Serves as a member of the health care team with an assigned complex patient load.
- Performs a wide range of diagnostic support duties, which includes taking vital signs, documenting patient's pain perception, obtaining specimens, administering medications, receiving and recording lab results, positioning patients and assisting physicians with procedures.
- Supports patient and/or family in the integration of the patient plan of care toward changes to improve health.
- Observes and documents pertinent information regarding patient status in the electronic health record.
- Participates in planning patient care that is consistent with accepted nursing standards and in compliance with prescribed medical treatment plan.

Licensure: Candidates must be currently licensed to practice as practical or vocational nurses in a State or territory of the United States or the District of Columbia or must have applied for a license to practice. Non-licensed candidates who have completed their training may be appointed subject to obtaining the required license during the probationary period. No person appointed pending licensure may be retained beyond the probationary period if licensure has not been attained.

Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following types of tasks:
GS-05: One year of nursing experience equivalent to the GS-04 grade level performing basic nursing care work in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility. Your experience must have provided you with a practical knowledge of the human body structure, and sterile techniques and procedures.
GS-06: One year of nursing experience equivalent to the GS-05 grade level performing a moderately difficult range of nursing care work in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility. Your experience must have provided you with knowledge of the human body structure, sterile techniques and procedures, and nursing principles, practices and procedures to carry out a patient's plan of care.
Qualifying experience includes nursing care work in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures, performing such duties as:
- Providing pre- and post-operative patient care.
- Observing, recording, and reporting changes in behavior of patients. Assisting surgeons and registered nurses in operating room activities, including passing instruments, maintaining sterile conditions, and draping and positioning patients.
- Setting up and operating special medical equipment and apparatus.
The selected individual is required to maintain a Practical Nurse/Vocational Nurse unrestricted license. If licensure is not maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which annual leave is earned.
