The Professional Standards Board (PSB) (a peer-review group) will review the selected candidate's education and experience and recommend the grade and salary at which the candidate will be placed. For Internal selectees for promotion, the board will determine grade and HR will determine step in accordance with policy. The salary is based on the grade and step approved for the selected candidate.
Serves as a first level supervisor over the Biomedical Engineering staff with direct overall responsibility for all matters relating to medical equipment and patient safety. The incumbent is the program official for the Medical Center's Medical Equipment Management Program which includes but is not limited to analysis, development and modification of medical systems, approval of equipment purchases, interpretation of technical specifications standards and guidelines as they pertain to medical technology; acts as the medical center's liaison with manufacturers, vendors, and other non VA personnel working with medical technology. Directs quality assurance program for clinical equipment which includes incoming inspections/acceptance testing, performance and safety testing, calibration, and maintenance and repair programs. In addition, coordinates all activities surrounding the safety and recall of medical systems. Serves on medical center committees. These include the Environment of Care Committee, Infection Control Committee, the RTLS steering committee and may be added additional committees as required. Compiles and analyzes budget information and prepares projects for the Biomedical Engineering Section.
Work Schedule:Monday - Friday 8:00 a.m. to 4:30 p.m. work schedule, but schedule may be adjusted to meet the needs of the organization.

English Language Proficiency: Biomedical engineers must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a.
Education and/or Experience:
1.Bachelor's degree: Professional engineering. To be acceptable, the curriculum must : (a) be in a school of engineering with at least 1 curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR, (b) include differential and integral calculus, and courses (more advanced than first-year physics and chemistry) in 5 of the following 7 areas of engineering science or physics: (1) statics and/or dynamics; (2) strength of materials (stress-strain relationships); (3) fluid mechanics and/or hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials (relating particle and aggregate structure to properties); (7) any other comparable area of fundamental engineering science or physics, such as optic, heat transfer, soil mechanics, or electronics.
- Combination of education and experience: College-level education, training, and/or technical experience that furnished: (a) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (b) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to 1 of the branches of engineering. The adequacy of such background must be demonstrated by 1 of the following:
(1) Professional registration: Current registration as a professional engineer by any State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than a written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State board's eminence provision as a manufacturing engineer typically would not be rated eligible for biomedical engineering positions.
(2) Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered buy the Boards of Engineering Examiners of a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.
(3) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of professional engineering curriculum as described above.
(4) Related curriculum. Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
GS-13 Experience that is directly related to this position includes:One (1) year of experience equivalent to at least the next lower grade (GS-12); and demonstrate the following KSAs, and demonstrate the potential to acquire the assignment KSAs designated by an asterisk (*).
- Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.
- Knowledge of most complex and specialized clinical technology including service, system administration, training, and quality assurance.
- Expert knowledge of, and the ability to interpret and apply, complex codes, regulations, guidelines, and standards associated with the biomedical engineering field.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Requirements:Heavy lifting and carrying, 45 pounds and over; reaching above shoulder; use of fingers; walking, standing and bending for 4 hours; climbing, use of legs and arms; ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; depth perception; ability to distinguish shades of color; hearing (aid permitted); emotional and metal stability. Environmental factors include outside and inside; excessive heat, cold, noise, radiant energy; electrical energy; working around machinery with moving parts; working closely with others and working alone.
