Job Purpose:

The Global Regulatory Reform Implementation Front Office Team work with Global Markets Trading and Sales businesses and various functions including Legal, Compliance, Finance and O and T to identify, mobilize and execute Global Market’s response to structural regulatory reform across business lines, products and entities. The primary mission of the team is to implement major regulatory reform change in the most efficient way for Global Markets and its clients. The role will support ongoing MiFID II implementation. As part of Citi Market’s response to MiFID II, Global Regulatory Reform is leading and facilitating MiFID II Implementation across Citi Markets.

MiFID II \ MiFIR is a significant part of the European Commission's Financial Services Action Plan, its implementation will significantly change how EU financial service markets operate. As a global bank with a substantial European presence MiFID II will significantly change how Citi interacts with those markets, its clients and the European regulators.

MiFID II introduces change across a number of areas including

• Pre/Post Trade Transparency

• Transaction Reporting

• Commodity Derivatives

• Investor Protection

• eTrading and Microstructural issues

• Trading and Clearing

• Compliance

The role will encompass multiple work- streams within the overall MiFID implementation programme delivering business process, infrastructure and supporting change affecting stakeholder groups. It is anticipated that the role will have one or more direct reports.

• Lead the scoping, design, implementation and quality assurance of implementation activities taking into account the detailed trading activity of trading desks across all asset classes and market sectors

• Gain senior level buy-in to approaches and plans for implementing business process and infrastructure change

• Accountable for the successful delivery of change in line with overall programme objectives and timescales

• Identify, prioritise and proactively manage risks, exceptions and issues

• Reporting of status, risks and issues to senior management

• Contribution to the design and delivery of Front Office training plans and materials

• Matrix management of teams

• A point of contact and subject matter expert for internal and external related queries


Knowledge, Experience and Skills:

Excellent understanding of the full markets trade lifecycle across front office, middle office, back office and control functions and associated infrastructure.

Able to demonstrate extensive experience of:

• Structured programme management in a markets front office environment and understanding of market risk management techniques

• Experience in the analysis of legal and regulatory material and subsequent business process impact analysis

• Successful delivery of change requiring significant stakeholder engagement and coordination

• Experience in developing, leading and completing projects with multiple business, support and components using appropriate matrix management of delivery teams across trading and support functions

• Good awareness and understanding of the key drivers, industry challenges and opportunities of the structural regulatory reform of markets businesses

• Team management experience

Skills and Competencies – Must be able to demonstrate extensive experience of:

• Leadership in a co-operative and collaborative working environment

• Communication, Interpersonal and organizational skills to mobilize and motivate delivery

• Management and facilitation to achieve objectives, with both local and with remote teams

• Significant attention to detail with an ability to contribute effectively to formative strategic development where necessary

• A practical and goal orientated focus with excellent verbal and written communication skills utilizing different media, to effectively communicate with senior management, clients and regulators


• College/university education preferred, but appropriate industry experience and exceptional delivery track record is as important.
