Basic Function

Perform management-level, professional work and provide direction to staff in planning, implementing, and monitoring marketing and communications strategies, campaigns, and materials for Metro’s programs and transit systems.

Example Of Duties

  • Supervises subordinate staff, which includes mentoring and training junior-level members in the department’s day-to-day marketing operations
  • Develops strategic marketing plans for the agency’s various programs and initiatives
  • Serves as a team leader on the design and production of complex or highly visible business-to-business and business-to-consumer communications campaigns and marketing materials
  • Works with the internal design, social media and web teams to develop content for internal and external outreach, marketing campaigns and presentations
  • Writes, edits, and proofreads copy for all public-facing marketing collateral
  • Interacts with private sector, governmental, and community respresentatives to develop joint advertising programs, promote Metro services, and solicits participation enrollment in Metro promotional programs when needed
  • Provides direction in the development of media plans, reviews metrics, and monitors the agency’s overall media spend
  • Prepares request for proposals and scopes of work, and analyzes existing contracts; reviews vendors' performance and identifies solutions to enhance deliverables, as well as minimize service costs
  • Coordinates and liaises between Metro business units in order to fulfill advertising, partnership, or professional services contracts
  • Prepares reports and recommendations on marketing and communications goals and activities
  • Forecasts and monitors department budget, as required
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees

Requirements For Employment

  • Bachelor's degree - Communications, Marketing, Journalism, or other related field
  • 3 years' senior-level experience performing work in marketing, advertising, or communications programs
  • Valid California Class C driver license
  • Master's degree in related field desirable


  • Theories, principles, and practices of marketing, communications, advertising and creative services
  • Mass communication techniques, partnerships, sponsorships, and third-party promotions
  • Account and/or project management
  • Print & digital media materials and production processes
  • Proofreading symbols and terminology
  • Modern management theory


  • Oversee the operations of large-scale marketing programs and projects
  • Apply sales/marketing techniques to create and execute effective multi-channel marketing campaigns
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, budgets, contracts, and labor/management agreements
  • Compile, analyze, and interpret complex data
  • Communicate effectively orally and in writing
  • Mediate and negotiate
  • Represent Metro before the public and governmental entities
  • Prepare comprehensive reports and correspondence
  • Analyze situations, identify problems, recommend solutions, and evaluate outcome
  • Exercise judgment and creativity in making decisions
  • Interact professionally with various levels of Metro employees, outside representatives, and public officials
  • Travel to offsite locations within a reasonable timeframe
  • Supervise subordinate staff
