HOURS OF WORK: 9:00 am - 5:30 pm (7 1/2 hours/day)
Follow the Category Management Life Cycle to deliver efficiencies, optimization and savings. Ensure the strategic alignment of the Facilities category strategy with the business strategy. Utilize category specific and cross-functional value levers to deliver business value. The Facilities category includes sub - categories such as MRO, Security Services and Systems, and Non-Revenue Fleet. Responsible for meeting strategic goals, driving performance measurements, and value generation for Facilities categories. Execute Category Management methodology and oversee go-to-market activities from demand management, to RFx creation, contract execution, and supplier performance management. Liaise with Procurement and MTA stakeholders, Project Managers, the Board, and General Counsel. Identify market trends that can be leveraged to deliver robust and holistic category strategies.
Consistently execute Category Management Life Cycle focusing on delivering sustainable enterprise wide value from the supply base.
Focus primarily on demand requirements that are complex in nature and have value based opportunities.
Create total value generation through innovative data synthesis and analytics.
Utilize rigorous methodical cost-based approach across multiple stakeholder groups.
Make strategic decisions and focused on ROI.
Utilize analysis of historical spend data, market research and cost modeling to identify and leverage opportunities that deliver innovative and sustainable value, operational efficiencies and risk mitigation to the business.
Develop strategic improvement opportunities aimed at meeting MTA goals and objectives.
Provide leadership to key stakeholders and build relationships that deliver strategic and financial value.
Develop deep understanding of key market and cost drivers for assigned categories.
Develop and implement sourcing, negotiation and contracting strategies to achieve the desired outcomes aligned with the agreed upon category strategy.
Execute go-to-market strategies from RFP creation through to contract execution, adhering to MTA standards.
Collaborate with Project Managers and internal stakeholders to validate SOW content is appropriate and complete.
Lead cross-functional meetings and collaboration activities across multiple stakeholders.
Determine how buys can contribute to minority goals.
Prepare Board approval paperwork for requisitions that exceed defined thresholds.
Draft and distribute RFP documentation in accordance with applicable policies and procedures and drive the RFP process through to completion in a timely manner.
Evaluate RFP responses, ensuring they are compliant with MTA policies, including pricing analysis.
Manage award process, collaborating with Legal on contract execution.
Coordinate distribution and collection of required government forms to awarded supplier.
Manage contract through end date in terms of monitoring performance, managing change, and resolving stakeholder and/or supplier issues.
Execute the supplier management activities as outlined by the Category Director and Deputy CPO, ensuring the appropriate level of oversight, direction and development based on the defined criteria.
Achieve cost savings and value creation for assigned categories.
Meet agreed upon stakeholder requirements and achieve diversity spend targets.
Execute assigned requisitions in a timely fashion.
Route the majority of category spend through strategic contracts.
Ensure Category Strategy Playbooks are complete and compliant.
Achieve operational excellence of assigned categories.
Knowledge of Category Management methodologies and tools, market trends, strategy development, supplier relationship management, supply chain management, contract writing, negotiations, and contract administration.
Category management knowledge and commercial expertise for assigned categories.
Strong collaboration skills with ability to build effective relationships, work cross-functionally, and influence peers and key stakeholders.
Excellent interpersonal, motivational, and leadership skills.
Ability to deal with change and ambiguity effectively.
Strong project management skills. Ability to plan and track, remove barriers, manage change, resolve conflict, build consensus, and motivate team members across multiple concurrent projects.
Excellent verbal and written communication skills with the ability to tailor messages to the given audience. Present information in a clear and concise manner.
Ability to prioritize, organize, and multitask in a fast-paced and challenging environment.
Education and Experience
BA/BS in Supply Chain Management, Procurement and Contract Management, or related field; MBA preferred.
8+ years of satisfactory full-time experience in Procurement or similar role.
