HOURS OF WORK: 9:00 am - 5:30 pm (7 1/2 hours/day)
Overall responsibility for the effective development, coordination, and presentation of procurement related training and development programs for all employees with the goal of improving agency procurement productivity and user adoption and utilization of the P2P Technology Platform. Assess agency-wide developmental needs to drive procurement training initiatives and identify and arrange suitable training solutions for users. Ensure the Procurement Training Academy continuously delivers best in class up to date procurement specific industry leading teachings and methodologies. Actively search, creatively designs and implement effective methods to educate, enhance, and recognize performance.
Conduct follow-up studies of all completed training to evaluate and measure results.
Amend and revise training programs as necessary, in order to adapt to changes occurring in the work environment.
Develop effective training materials utilizing a variety of media.
Develop trainer development programs and coach others involved in training efforts (Train the Trainer), providing effective growth and development opportunities.
Develop and maintain proper communications to ensure employees have knowledge of property events and general information.
Plan, organize, and facilitate employee learning events.
Develop and monitor training and development spending against the departmental budget.
Provide leadership to all agency staff by modeling the desired culture and philosophies of the procurement department and the organization.
Work effectively as a team member with other members of management and the human resources staff.
Identify training and development needs through job analysis, appraisal schemes and regular consultation with business managers and human resources departments.
Keep up to date with developments in training by reading relevant journals, attending industry meetings and attending relevant courses.
Knowledge of best-in-class adult learning and training practices and methodologies.
Knowledge of MTA objectives and operations.
Collaboration skills with ability to build effective relationships, as well as influence peers and staff.
Strong verbal and written communication skills with ability to tailor messages to the given audience, present information in a clear and concise manner.
Strong prioritization and organization skills, with ability to multitask in a fast-paced and challenging environment.
Education and Experience
BA/BS in Communications, Human Resources, Education or related field.
CPLP credential or equivalent preferred.
7+ years of progressive experience in a training function with a focus on employee development and learning.
As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $91,821 (this figure is subject to change) per year or if the position is designated as a policy maker.
