Client Benefits Advocate

Location: Monticello, NY

FLSA Status: Full Time, Exempt

Classification: Professional

Department: CCCS of Orange and Sullivan Counties Office: Outpatient – Monticello

Reports to: Director of Clinical services and Operational Controller

Supervisory Responsibilities: No

Summary: Responsible for billing of treatment service for Outpatient and Inpatient Services. This includes Medicaid, Third Party Insurance, Self-Pay, Lab, and Pharmacy.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Obtain insurance verification, authorization and continuation of coverage for clients.

  • Complete financial assessments with clients in crisis to determine if assistance is needed in obtaining benefits.

  • Assist clients with obtaining benefits/assistance from all programs for which they may be eligible. These programs include, but are not limited to: TANF/SNA/SNAP/SSA/SDI/DSS/Medicaid.

  • Work with clients to understand their financial responsibility related to their treatment including fee arrangements and payment plans.

  • Create initial billing information in the Electronic Health Record, and maintain and update client records in Electronic Health Record.

  • Cross train with other Client Benefit Advocates and Administrative Assistants, and be available to cover both days and evenings when necessary.

  • Be available to assist with the caseload of other Client Benefit Advocates, and cover when necessary.

  • Work collaboratively with all Directors, Counselors and Case Managers with providing client healthcare and financial information.

  • Assist client in system navigation and obtaining needed documentation.

  • Assist with maintenance of OASAS data systems.

  • Attend movement meetings and provide information to clinical staff as necessary.

  • Work collaboratively with the Fiscal and Billing departments to review and evaluate documentation, to ensure that all treatment is appropriately evaluated and billed, and appropriate follow-up is done to see all claims through to completion.

  • Monitor client benefit status, report changes to Fiscal Department and Treatment Team, assist clients with recertification process.

  • Work collaboratively with the Compliance Officer to maintain client privacy, and report all violations accordingly.

  • Work with Fiscal Department and Treatment Team to facilitate client banking activities, distribute weekly cash stipends and collect housing program rents.

  • Attend workshops and trainings as indicated or requested.

  • Remain current and assure compliance with all rules and regulations pertinent to Financial Services (including but not limited to Medicaid/Insurance/Medicaid Managed Care), Confidentiality (SA/AIDS/HIPPA/42CFR), and requirements of OASAS, Social Services and Social Security.

  • Perform Additional duties as assigned by Director of Clinical Services or Financial Department.

Position Type and Expected Hours of Work:

This is a full-time position.

Education and/or experience required:

  • HS Diploma or equivalent diploma.

Skills, Licenses, and/or competencies required:

  • Must be knowledgeable of medical terminology, Medicaid billing, and insurance verification/authorization procedures.

  • Working knowledge of MS Office, including Word, Excel, Powerpoint and WordPerfect.
