Job Overview/Summary: The Senior Risk Management and Training Advisor is responsible for overseeing the implementation of a 360 degree risk management program for US Programs (USP) operations, ensuring that resiliency is built into every facet of the program in order to protect people, assets, facilities, program deliverables and the reputation of IRC and its donors. This position will act as the technical advisor during a critical or crisis event, supporting IRC with expert advisory support, and will enable program(s) to implement effectively the stages of prepare and prevent, respond and manage, and transition and recover from critical and crisis events. The position will also act as a focal point resource for other resettlement agencies within the United States; creating a forum to share best practice and to coordinate real time information sharing, as well as integrated risk management activities and cross sharing and collaboration on the training of management and staff. This position reports to the Senior Vice President, US Programs and works closely with the Vice President US Programs, USP Leadership team, Executive Directors and Site Managers across the network.

Major Responsibilities:

  1. Establish a business continuity management Performance Monitoring Management Plan and reporting protocols so as to establish safety, security and emergency management standards and Key Performance Indicators (KPIs) against which risk management activities are articulated, implemented and measured. The position will work with offices to implement, monitor and assess their performance against established risk management standards and requirements.
  2. Update and maintain current USP safety and security standard operating plans and procedures for all field offices, ensuring offices understand the requirements, implement these appropriately, and maintain the documents as a defined KPI. The position will conduct annual office and activity reviews as part of the Performance Monitoring Management Plan and will review self-reporting of performance by offices (via the Security Focal Points), consolidating findings for the IRC leadership team.
  3. Chair the USP Security Focal Point forum (and inclusive of other resettlement agencies as appropriate) to define support and resource needs, including training, exercising and testing; provide support on policies, plans and procedures; oversee the conduct of facility and operating risk assessments, and provide real time risk advisory support.
  4. Conduct bi-annual risk assessments for each USP field office and provide formal written recommendations for required and recommended changes to safety and security practices and procedures. The position will submit formal reports which will include corrective actions against identified nonconformities, inclusive of evaluating management structures, awareness and competency levels, communication strategies, physical and technological security and safety structures, operating practices, stakeholder mapping and engagement and the implementation of risk management standards and strategies. Where appropriate, technical assessment support will be provided for other resettlement agencies.
  5. In coordination with USP’s Research, Analysis, and Learning (RAL) team, support the establishment of safety and security e-learning modules on topics including but not limited to facility safety and security, identifying suspicious people and vehicles, responding to threatening calls, staff safety and security awareness (including components specific to program activities), incident reporting protocols, suspect packages and bomb threats, active shooter and armed aggressor awareness and response measures, female safety and security awareness, steps to de-escalate aggressive behavior, and successfully managing and reporting incidents. Identify appropriate resources to enable course development and hosting, as well as the opportunity to share e-learning resources with other resettlement agencies as part of a cross-utilization of training resources within the community.
  6. Establish a training program which meets management and staff needs. Forums will include but are not limited to IRC’s annual direct service conference and annual office visits. Conduct Just In Timetraining when required – deploying at speed to an affected area, or providing remote webinar training support to elevate awareness and competency against an identified threat.
  7. Identify opportunities to provide leadership training on key risk issues and management for Security Focal Points; and where possible, extend capacity building opportunities to other resettlement agencies as part of a pyramid training program to establish resiliency leadership within all offices and teams.
  8. Provide technical assistance to staff handling safety and security incidents, providing expert technical support on matters relating to threatening calls or aggressive behavior, escalations in local community risks (including targeting of office and staff), threats of violence against staff, potential workplace violence issues, growing social unrest (leading to targeting or wider spread civil disorder), criminal incidents (thefts and break-ins) and other life safety issues. Respond to the loss of assets and data resulting from criminal acts, or threats from domestic and international terrorist group in consultation with appropriate government stakeholders.
  9. Serve as a liaison with law enforcement agencies (federal and local), ensuring strong relationships and communication protocols are built and maintained at the local levels (through Security Focal Points), as well as centrally through the IRC headquarters. Keep USP leadership up-to-date on emerging or occurring safety and security challenges throughout the USP network through a defined business continuity management strategy, with defined escalation and reporting protocols. Create a Risk Calendar of predictable risks and plan against these. Provide real-time information on mutual risk issues with other Resettlement Agencies, quickly advising on emerging trends, and proposed responses, where applicable.
  10. Upon request of the Bureau of Population, Refugees and Migration (PRM), provide external technical assistance as follows:

a) In coordination with the CWS Security Advisor, co-chair a safety and security forum to share best practices among Resettlement Agencies.

b) Identify opportunities to develop training materials and documents that would be of benefit to the wider resettlement community

c) Identify opportunities for community capacity building workshops and programs

d) Establish a forum and information-sharing system for the resettlement community

e) Participate in annual Resettlement Agency conferences as requested and as schedule permits

f) Provide quarterly debriefs with PRM on national trends

Job Requirements:

Education: Bachelor’s degree in criminal justice, public safety management or related field preferred; Masters degree a plus.

Work Experience:

  • Minimum of 6-8 years of practical experience in safety & security management, preferably in large, multi-site organization(s)
  • Law enforcement experience preferred

Demonstrated Skills and Competencies:

  • Demonstrated capabilities in planning, organizing and executing security operations in the field.
  • Excellent written and verbal communication skills, including the a bility to develop, implement, facilitate and impart learning to a wide range of audiences.
  • Excellent interpersonal skills
  • Proven ability to be flexible & work well under pressure in a fast-paced, multi-cultural team environment;
  • Strong computer skills: facility with MS Word, Excel, and email/internet software.

  • Flexibility to work extended hours as required.
