The Financial Controller must be able to communicate accounting and finance principals to non-accounting professionals, and to advise agency leaders by providing the financial information needed to develop successful strategies.

About the HCA The Health Care Authority (HCA) is Washington's largest health care purchaser, responsible for providing comprehensive health coverage to more than 2 million residents through the Public Employees Benefits and Medicaid programs. The agency provides health purchasing leadership, benefitting both public and private sectors with a focus on moving the health delivery system away from volume toward higher value and better outcomes.
The Olympia office is located in downtown Olympia, within walking distance of shops, restaurants, bus lines, and less than one (1) mile from the freeway.
The Financial Services Division works with a variety of external stakeholders and customers to provide financial services and agency-wide financial management for both Medicaid and PEBB, includes managing the operating budget ($20.0 billion per biennium, 1,179 FTEs), forecasting, accounting, provider rates development, hospital financial, audit and compliance and other critical functions for HCA. This division maintains a close working relationship with agency program, policy and clinical divisions so as to ensure financially sound implementation and monitoring of program strategies. It's also accountable to the Governor and legislature in ensuring HCA operates within its budget.
Position Objective: The primary purpose of this role is to assist in the mitigation of financial risks and ensure operational goals and timelines are achieved to the agency and the State of Washington as HCA engages in activities to achieve its core mission: to provide access to quality health care and employee benefits through innovative health policies and purchasing strategies. This position shall also lead, guide, develop and coach its staff to develop their technical and leadership skills.
This position reports to the HCA Chief Financial Officer, directly supervises two (2) section managers and indirectly supervises fifty-three (53) fiscal staff for a total of fifty-five (55) employees.
The Controller oversees two sections of FSD:
Accounting The Accounting section performs activities that support agency accounting, contracting, cost allocation, payables/receivables, fiscal reconciliation, cash control, bill payment review, payroll, and other accounting activities. In addition, this section provides customer service to our public employees and prepares quarterly federal reports (CMS-64, CMS-21, etc.), manages the state's Medicaid grants, oversees the cost allocation system, manages the Advance Planning Document (APD) process for the agency's information technology projects, performs reimbursement and payment functions for Medicaid eligible clients with individual medical insurance and assists the agency's internal auditor to ensure that HCA is in compliance with all audits, reviews, referrals, disallowances, and audit resolutions. In addition, this section works closely with the Washington State Health Benefits Exchange – the quasi-state agency responsible for determining eligibility for the state's Medicaid program.
Budget Operations The Budget Operations section engages in the planning, analysis, and implementation of HCA's Medicaid program, PEB program, and the agency administrative budgets. It is responsible for the development of the agency's budget requests, composition of fiscal notes for a Legislative audience, and the implementation of enacted budgets into an agency spending plan and allocation. This section produces monthly program and administrative financial monitoring reports for HCA's Executive Leadership Team (ELT). This unit also responds to external request for data to support state and national reports and surveys.
This position will perform the following work:
- Train and Mentor Staff.
- Manage direct staff, including the development and oversight of daily accounting and budget operations, prioritization of task for employees to align work assignments and projects with federal and state fiscal deadlines and agency goals and priorities.
- Oversee the Accounting Section.
- Provide guidance and direction in the interpretation and implementation of agency and statewide policies, as well as establish and maintain internal controls to protect agency assets.
- Oversee Budget Operations Section.
- Provide guidance in the interpretation of proposed state and federal legislation that fiscally impacts HCA and ensure the accuracy and completeness of estimates related to the fiscal impacts of these proposals.
- Participate in planning and improvement activities for the accounting and budget operations sections.
- Foster cooperative and productive relationships with stakeholders and customers of the financial information produced by the section. Establish long-range goals and objectives of the Accounting and Budget Operations sections that are consistent with the division, agency and statewide goals and mission. Qualifications Required Education, Experience, and Competencies.
Education Bachelor's degree in finance, public administration, accounting or related field; AND Experience
- Six years of experience as described below and that at least three of those six years include experience supervising staff:
- financial field with proven experience in dealing with complex environment and issues;
- analytics involving multiple funding sources and high volume of complex data and systems; and
- budget concepts and operations. Substituting experience: Four years of professional experience in financial, analytical or accounting fields is equivalent to a Bachelor's degree. For example, an individual without a Bachelor's degree must have at least ten years of experience to meet the educational and experience requirement: four years to meet the educational requirement and the other five years to meet the experience requirement.
Knowledge, Experience, and Ability
- Knowledge of state and federal rules, regulation, processes, and procedures required for state and federal governments; Experience in, AND supervision over, the execution of such rules, regulations, processes and procedures;
- Knowledge of the Washington State's Office of Financial Managements Accounting and Administrative Manual (SAAM), and General Accepted Accounting Principles (GAAP); Experience in, AND supervision over the adherence to such standards;
- Knowledge of continuous quality improvement principles;
- Knowledge of protocols and processes of the executive and legislative branches of state or local government, including the Washington State budgeting process; Participatory experience in such protocols and processes;
- Knowledge of advanced principles of management in a team environment, including facilitating collaborative strategic planning, continuous quality improvement processes, designing and implementing systems and business practices, managing change, promoting diversity in the work place, identifying stakeholders needs, empowering and equipping staff with the necessary tools and resources and balancing multiple priorities;
Fluency in the use of the Microsoft Office Suite of computer programs (Word, Excel, Outlook, Powerpoint, etc.) to develop complex data reports, timelines, formal documents, and presentations. Preferred/Desired Education, Experience, and Competencies.
