Security Project Engineer (EMS 2)

WaTech Cybersecurity and Infrastructure Protection (CIP) manages and operates the statewide shared security infrastructure including firewalls, denial of service protection, intrusion detection/prevention, authentication systems, domain name services, and web service security. These services were established to protect the integrity, availability, and confidentiality of information held by the state of Washington and protects it from unauthorized use or modification, accidental or intentional damage or destruction.

CIP also operates a Security Operations Center that conducts centralized monitoring and analysis of all security alert and monitoring systems and provides near real-time awareness of security events which may compromise delivery of critical online services.

CIP also operates and manages the state's Security Gateways that enable a secure web-enabled government by providing access to state services via the Internet. They provide secure access to mission critical services for constituents and businesses that allow them to pay taxes, apply for unemployment benefits, access social service benefits, access law enforcement data, and other critical services which are key components of the security infrastructure for the state of Washington.

Additionally, CIP provides the Security Project Engineering team that is responsible for all aspects of the security projects including product selection, secure design, configuration, implementation, customer onboarding and transference of the project to the Operations teams.

Duties: As the Security Project Engineering team member, collaborates with a team of engineers and technical staff to provide full life-cycle security engineering on high risk, high profile projects that impact statewide public services. This position is the highest level of authority as the Security Project Engineer and ensures the successful design and implementation the statewide security systems.

The incumbent is expected to design, test and implement the state's security technologies. This includes identifying and implementing the next generation state security systems, including: system design, lab implementation/testing, vendor/SME consultation, product acquisition, solution integration/implementation, test plan development, problem resolution, operational documentation and operational transition.

In this high level position, the individual applies business, technical and security knowledge and understands the overall impact of enterprise security to independently deal with high risk, high profile initiatives.

*Required Qualifications: *

  • 7 or more years of recent information technology experience and/or
  • 4 or more years of recent experience deploying security technologies in enterprise environments and/or
  • Advanced knowledge of security concepts and technologies and/or
  • Experience as a network or system engineer successfully designing and implementing solutions from start to finish and working with cross functional teams and/or
  • Ability to exhibit independent judgment with minimum supervision and/or
  • Strong written and verbal communication skills and/or
  • Ability to document multiple level l designs, technical procedures, requirements and presentation work products to clients.

In addition, the qualified candidate will possess demonstrated technical expertise with four or more of the following security technologies:

  • Vulnerability management
  • Intrusion Detection and Prevention
  • Carrier Class Network Support
  • Security Information and Event Management
  • Next-Generation Firewalls
  • Web Application Firewalls
  • Data Loss Prevention
  • Remote Access
  • Multi-Factor Authentication
  • Web Proxy
  • Load Balancing
  • DNS and DNSSEC

Desired Qualifications:

  • CISSP certification
  • PMP certification
  • Bachelor's degree (or higher) in Computer Science, Computer Engineering, or Information Security
  • Linux, Security, or Network Certifications
  • Programming and/or scripting language experience
  • Experience analyzing and understanding packet captures
  • Strong analytical and problem solving skills for investigating security issues
  • Strong routing and switching experience
  • Experience working in a multi-tenant service provider environment
  • Advanced leadership skills
  • Experience developing system/network designs in Microsoft Visio

The ideal candidate will possess business knowledge and understand the statewide security strategy to independently deal with high risk, high profile initiatives that impact secure delivery of government services to businesses, constituents and the public.

The candidate will be able to use their ability to forecast technical needs for the future of the project and develop technologies to reach the projects goals.

Special Notes:

The incumbent in this position will be required pass a Washington State Patrol (WSP) criminal background check and meet all standards set by the WSP based on changes in technology and/or service delivery needs.
