This is a Direct Hire Announcement (DHA) for anticipated or future vacancies. The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Native (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal, and Urban operated facilities and programs.
The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. This is an Open Continuous Announcement (OCA) and allows acceptance of applications from eligible applicants throughout Fiscal Year 2015. Positions may be filled at ANY of the grade levels indicated in this announcement, with or without promotion potential as vacancies occur at the various locations.
Period of Eligibility: Applications will remain eligible for three (3) months from the time the application is received.
Who May Be Considered: U.S. Citizens, Current and Former competitive service Federal employees, active U.S. Public Health Service Commissioned Corps, Indian Preference and Veteran Preference candidates.
Position Details: May be Permanent, Temporary, or Term with a tour of duty of Full-Time, Part-Time or Intermittent. The Agency has the option of extending Term Appointments for up to a maximum of four years.
Relocation Expenses: Moving expenses may or may not be authorized and is subject to availability and service unit approval. If offered, you will be required to sign a 1 year service agreement. Failure to fulfill the agreement may result in repayment of relocation expenses.
Bonus: Bonus may or may not be authorized and is subject to availability and service unit approval. If offered, you will be required to sign a service agreement.
Government Housing: Availability of government quarters varies by location; otherwise, private housing only.

- Formulate and implement overall community health nursing programs and plans to satisfy varying patient load requirements, priorities for services, and other healthcare objectives
- Track community health status, and evaluate health trends and risk factors of population groups
- Investigate health problems and hazards such as communicable diseases and develop a recommended plan of action to address these issues
- Provide health education to individuals, families and community groups in various settings

Qualifications for Nursing Series, 0610
Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.
Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Additional Requirements for the GS-09 and above:
For GS-09: 2 full years of progressively higher level graduate education or a master's degree OR 1 year of specialized experience equivalent to at least the GS-07 level as a Community Health Nurse.
For GS-11: Completion of all requirements for a doctoral degree (Ph.D.) OR 3 years of progressively higher level graduate education OR 1 year of experience equivalent to at least the GS-09 levelas a Community Health Nurse.
Note: Equivalent combinations of education and experience are qualifying for all grade levels and positions which both education and experience are acceptable.
Applicants for Community Health Nurse positions must have graduated from a baccalaureate or higher degree nursing program.
Graduate-level education must have been in nursing with a concentration in a field of nursing (e.g., teaching, a clinical specialty, research, administration, etc.) or in a closely related non-nursing field directly applicable to the requirements of the position to be filled.
Conditions of Employment
- Immunization against Measles and Rubella required; influenza vaccine is recommended.
- 1-year probationary period for initial appointments to Federal service.
- May work alternate work schedule to provide continuity of service.
- Position covered by PL101-630, Indian Child Protection and Family Violence Prevention Act.
- Must have a viable bank account at a financial institution for electronic direct deposit of salary payment.
- May drive a U.S. Government vehicle and must have a current, unrestricted driver's license.
- Must obtain and maintain clinical privileges. If they are not obtained or maintained during employment, the employee may be subject to adverse actions, up to and including removal from the Federal Service.

Non-Permanent Appointments: Agency has option of extending non-permanent appointments; term appointments may be extended up to a maximum of 4 years and temporary appointments may be extended up to a maximum of 2 years. Less than Full-time Work Schedules: Part-time employees pay a proportionately higher premium for benefits (if eligible) than full-time employees. Additionally, earned annual and sick leave balances will be pro-rated based upon the number of hours worked. Intermittent employees are not eligible for either health or life insurance coverage (subject to specific conditions) and do not accrue sick or annual leave.
