The incumbent serves as a clinic patient advocate by answering patient inquiries and resolving patient concerns at a local level. He/she acts as patient advocate to assure appropriateness and quality...acts as a patient guide and advocate, assisting the patient in seeking information, assuring that the patient has the opportunity for informed consent for treatment decisions, and promoting our core I CARE values: to act with Integrity and Commitment, to Advocate for Veterans, to show Respect to all, and to pursue Excellence.


The incumbent of this position serves as the Assistant Chief of the Fiscal at VAPortland Health Care System (VAPORHCS). The VAPORHCS has two major campuses (Portland, OR and Vancouver, WA) and has ten Community Based Outpatient Clinics (CBOCs) for Primary Care, Mental Health Services, Audiology, Eye Clinic as well as other Specialty Care. VA Portland HCS is a tertiary level medical facility with robust research programs and kidney and liver transplant programs. The medical center serves as one of two referral centers for VISN 20 Network facilities and provides the full range of patient care services.The Assistant Chief Financial Officer/Assistant Chief, Fiscal Service, incumbent serves as a full assistant to the Chief Financial Officer (CFO). Incumbent assists the CFO in everyday management responsibilities in close relationship with the Health Care System Director, Associate Director, Chief of Staff, Nurse Executive, and Deputy Director and operating officials from the various Services of the VAPORHCS. Acts for the CFO in resolving most internal matters within the Service, keeping the CFO advised daily on such actions. The incumbent functions in an acting capacity in the absence of the CFO, technically responsible for the full range of fiscal activities, acting on self initiative in recognizing problem areas or issues. As full Assistant to the CFO and Acting CFO during the absence the CFO, the AFO actively participates in all financial planning and Fiscal Service operations exercises independent judgment in interpreting and adapting guidelines and work directions for application to specific objectives and devises new methods, techniques, and criteria pertaining to such. The Assistant CFO must interpret available guidance for employees at the same, senior, or subordinate levels. Guidelines include Congressional Legislation, Generally Accepted Accounting Principles, VA Financial Management Polices and Directives, U.S. Treasury and General Accounting Office regulations, Interim Issues, FSC News Flashes, VHA National Accountant messages, and regulations developed by other government agencies. Available guidelines are not completely applicable to some of the work or have gaps in specificity. All require extensive interpretation as they are issued in broad general terms.The AFO provides financial services to VAPORHCS highly complex medical centers in Portland, OR and Vancouver, WA as well as ten Community Outpatient Clinics (CBOCs) for Primary Care and Mental Health Services, Home domiciliary, national program support staff offices, research and a full range of special programs funded and tracked separately, requiring a high degree of professionalism to maintain financial integrity, consistency, and accountability.

Specialized Experience:

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in (Microsoft Office Suite and Internet databases) necessary to access, retrieve, process, interpret and analyze automated information and the ability to reduce complex data to clear communications, written summaries, graphical presentations, reports and recommendations. Technical expertise in accounting, budgeting, and other financial management services.

There is no educational substitution for the GS-13 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
