IT - Program Manager

Consulting support for Sponsor's group level application portfolio. This individual will assist in the expansion, training and integration of project management methodologies using Sponsor designated tools (Oracle Primavera Project Manager (P6) and Oracle Project and Portfolio Manager (OPPM)). This includes providing training and support to Project Managers to develop, update and analyze project schedules, identify cross-project dependencies, risks and management of project financials. The candidate will be responsible for evaluating project health by analyzing project schedules, dependencies, risks, and financial data; providing quality assurance checks to ensure adherence to organizational standards; assisting in the development of group-wide business rules, policies, and procedures as part of the governance process; providing subject matter expertise on the Project Management Framework (PMF) and the PPM tools; developing, analyzing and reporting programmatic and performance metrics.

This person will work both independently and as part of a team. In addition, the PM will support portfolio and financial analysis for the group, as well as contribute to the organizations portfolio management maturity. The resource will also assist in leading organizational change through continuous improvement of business and engineering processes and associated corporate reporting; Correlate and analyze technical data to understand performance and identify improvement opportunities; Provide both process and technical recommendations to address opportunities and facilitate the implementation; Package and communicate analysis for broad organizational use; Create program documentation, Generate formal review documentation and participate in system and program reviews; Review program plans and identify inconsistencies; and Support the development of all types of documents and reports by developing and updating analysis and visualizations to improve the quality and enhance the usability of these documents.

(This role requires an Active TS/SCI - Poly clearance.)

  1. Academic experience, personal experience, and/or training developing and analyzing integrated master schedules.

  2. Academic experience, personal experience, and/or training providing cost and schedule performance analysis.

  3. Academic experience, personal experience, and/or training providing risk management and dependency impact analysis.

  4. Academic experience, personal experience, and/or training with Project Management Framework (PMF).

  5. Academic experience, personal experience, and/or training working with program portfolios.
