SC Department of Public Safety Accounting/Fiscal Manager I in Richland County, South Carolina

The person in this position will manage the Grants Accounting Section. Coordinate with program staff to expedite the budget and approval processes for all state and federal grants to school districts, state agencies, and other entities. Review and approve grant related transactions in Agency Routing System and South Carolina Enterprise Information System (SCEIS). Facilitate coordination with program staff, and finance staff, to ensure funds are budgeted in appropriate categories to fulfill grant obligations. Supervise grant and contract activities and develop policies and procedures for all related compliance issues. Work with the development team to continue to enhance Grants Accounting Processing System (GAPS). Review and update maintenance tables for GAPS. Review and assign GAPS roles as needed. Develop and implement controls for allocation and reporting of relative costs to grants and/or contracts. Manage the coordination and review of all grants and contracts with staff to ensure budget accuracy and compliance with fiscal requirements. Direct the preparation of financial status reports using SCEIS to close out federal grants and to provide periodic review in coordination with program and budget staff. Supervise the cash management function for all active federal awards to the South Carolina Department of Education (SCDE). Direct and review indirect cost calculations and recoveries. Serve as liaison with school district personnel and federal and/or state auditors on grant information and compliance issues. Provide training on grant policies and procedures to staff in periodic workshops, office-wide meetings, and individual sessions as required. Performs other related duties and tasks as required.

This position is located in the Chief Finance Office.

Minimum and Additional Requirements: A bachelor's degree with accounting courses and professional experience in a related area such as accounting, auditing, banking or finance. Preferred Qualifications: A bachelor's degree in accounting or business administration with fifteen (15) semester hours in accounting related courses and four (4) years of professional accounting experience, including two (2) years of supervisory experience. Experience working in an enterprise system for financial and grants management activities. Strong Excel skills.
