The purpose of this position is to research, analyze, compile, and validate critical medical and clinical data, interpret and provide recommendations and initiate and management performance improvement projects to improve healthcare, clinical and nursing systems and processes including provision and documentation of care and services. This position is located within the Professional Quality Services (PQS) Division of the Shiprock Service Unit, Shiprock, NM. The incumbent reports to the Strategic Planning Officer.

The purpose of this position is to research, analyze, compile, and validate critical medical and clinical data, interpret and provide recommendations and initiate and management performance improvement projects to improve healthcare, clinical and nursing systems and processes including provision and documentation of care and services.
Performs data analysis by using the health care system computer based program and data bases, applications to identify and set parameters for data research and reports for the purpose of collecting relevant clinical information. Conducts in-depth research to determine underlying issues and problems in clinical and health information processes and identified opportunities for improvements. Leads and facilitates improvement and corrective actions.
Coordinates with federal agencies and officials to monitor, review and evaluate data sets, formulas and logic used to extract and report clinical related data and system including Government Performance Results Act, Meaningful Use, Core Measures, Center for Medicare/Medicaid Services, Improving Patient Care, National Health Safety Network, The Joint Commission and Center for Disease Control.
Studies and analyze clinical data to support or justify changes to improve healthcare systems, evaluated data entry and its impact on results relative to clinical goals. Establishes and utilizes scorecards and dashboard formats as well as other data display tools.
Serves as the advisor and subject matter expert of extracting and analyzing data from the electronic health information system. Provides education and training to all employees on data systems, sources of data, and reports as well as analysis and evaluation of data.

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's degree or higher degree that included a major field of major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below:
GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.d. or equivalent doctoral degree OR One (1) year equivalent to at least the GS-9 level.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience: professional knowledge of healthcare systems and processes, anatomy, pathophysiology, medical terminology, clinical and nursing processes, delivery of care and documentation requirements, ability to perform computer based applications for managing clinical information and software applications. Establishes data in support of performance improvement projects and tracking outcomes, knowledge of database concepts, applications/systems and in-depth research procedures. Knowledge of statistical analysis, tools and techniques and methods, knowledge of data management methods used to be used in decision making, project management skills, knowledge of facilitation methods and techniques, knowledge of teaching and coaching methods, etc.
Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
