The Bureau of Indian Education's mission is to provide quality education opportunities from early childhood through life in accordance with the tribes' needs for cultural and economic well-being and in keeping with the wide diversity of Indian tribes and Alaska Native villages as distinct cultural and governmental entities.
The incumbent serves as a Grants Management Specialist, focusing on providing professional expertise and assistance in the administration and management of Self-Determination contracts and grants under P.L. 100-297, Elementary and Secondary School Improvement Act, and P.L. 95-561, Indian Education Amendments of 1978, and other laws and statutes, by performing internal oversight and monitoring duties and responsibilities.

INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Verification Form BIA-4432 must be submitted with the application if claiming Indian Preference. Indian preference eligibles that are not currently employed in the Federal service will be appointed under the Excepted Service Appointment Authority Schedule A, 213.3112(A)(7).

FORMER FEDERAL EMPLOYEES: Former Federal Employees are required to indicate whether they received a Voluntary Separation Incentive Payment (VSIP) buyout in their previous employment with the Federal government, and are required to submit a copy of the applicable Notification of Personnel Action (SF-50) regarding the VSIP. The majority of individuals, who accept reemployment with the Federal government within 5 years of receiving the VSIP amount, must repay the gross amount of the separation pay prior to reemployment.
Provide expertise and assistance in the administration and management of Self-Determination contracts and grants.
Perform internal oversight and monitoring duties and responsibilities.
Provide technical assistance to Tribal Grant and Contract education schools ensuring compliance with education laws and policy and financial management requirements.
Conduct school quality reviews to assess strengths and needs, design intervention strategies based on corrective action plans from annual audits.
Ensure the financial integrity of all funds received by the grantee by monitoring and providing appropriate training on provisions of the contract and grants conditions and requirements.
Establish an integrated reporting system for all programs monitored and coordinates all required reports.
Provide expertise to the grantees and program administrators in self-evaluation and administrative reviews.

- Work requires travel away from the duty station on field assignments. Travel involves transit via airplane and motor vehicle

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled (refer to Statement of Duties). To be creditable, specialized experience must have been at least equivalent to the next lower grade level in the normal line of progression for the occupation in the organization.
For GS-11: one year of experience equivalent to the GS-09 grade level in the Federal service providing technical assistance in contracts and grants related to education, in accordance with regulations and policies; assisting with performing post-award grant management and reporting requirements; and researching and analyzing financial information.
OR a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., is substitutable if the degree is related to the position being filled.
OR an equivalent combination of education and experience described above which qualifies me for the GS-11 grade level.
For GS-12: one year of experience equivalent to the GS-11 grade level in the Federal service providing oversight and monitoring of administration and financial management of contracts and grants related to education, in accordance with regulations and policies; providing technical assistance on eligibility of grand applications, policies, procedures and processes; performing post-award grant management and reporting requirements; and analyzing and interpreting financial information to allocate, manage and redistribute funds.

SUITABILITY & CLEARANCE REQUIREMENTS: A background security investigation is required. Appointment is subject to the successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
DRIVING REQUIREMENT:Incumbent may be required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid drivers license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Education.
