The Geospatial Information System (GIS) Advisor will support the Commander, Naval Meteorology and Oceanography Command (CNMOC) by assessing geospatial technologies, workflows, processes, procedures, and products in use across the Surf Eagle Program and providing analysis and recommendations to support the Surf Eagle Enterprise GIS Strategy. The GIS Advisor will contribute to the Enterprise GIS Strategy, assist with implementing strategic initiatives, research future technologies, and provide documentation and recommendations to appropriately leverage technological advances and align program stakeholders to the Enterprise GIS Strategy. The GIS Advisor will monitor resource allocation for Surf Eagle development and provide resource tracking, resource leveling, and resource allocation assessments for Surf Eagle development. The GIS Advisor will lead enterprise level GIS projects to ensure they align with the Surf Eagle GIS vision
The ideal candidate will have 5 or more years working with geospatial technologies. The ideal candidate should have worked within an intelligence program or Intel Agency and understand the basics of Intel program budgets and requirements. The candidate will have a strong technical background and be capable of effective communication across multiple stakeholders with differing agendas. The candidate will have some experience with system engineering principals.
Research new technology concepts and document technology, process, and logistical changes required to implement; recommend pilot cases.
Review Surf Eagle portal installation and recommend technology changes to ensure the dissemination systems offer the most up to date technological capabilities for end-users.
Provide demonstrations of new technology and capability as they apply to the Surf Eagle architecture.
Lead dissemination content management across the METOC Enterprise and to IC partners to ensure the appropriate content is available from all Naval Oceanography organizations.
Attend tech conferences and showcases and other forums to gain insight into advances; make recommendations for new technology, process, or other changes for incorporation into Surf Eagle workflows.
Recommend content for the Surf Eagle Enterprise GIS Strategy; collaborate with necessary personnel to draft/update document.
Track development of IC content management and manage the interface, data exchange and content management between the SE program and IC.
Analyze existing and future applications for GIS; make recommendations for the most efficient and effective workflows; ensure efficiency and interoperability between all apps. Evaluate Geoprocessing routines for OGC services.
Ensure interoperability and content synchronization across all security domains for Surf Eagle programs
Review the Enterprise GIS architecture and make recommendations for improvements to capabilities and/or processes for efficient and effective content dissemination.
Assess relevance and timeliness of data to customer requirements.
Analyze existing and proposed workflows to minimize data redundancy/storage, transfers, and refresh times.
Research and evaluate GIS implications of activity based intelligence, big data analytics, and cloud technologies.
Review Naval Oceanography capabilities and IC customer requirements and make recommendations for the development of new apps.
Participate in programmatic roadshows to agencies including but not limited to: Fleet Numerical Meteorology and Oceanographic Center (FNMOC), Office of Naval Intelligence (ONI), National Geospatial-Intelligence Agency (NGA), Central Intelligence Agency (CIA), Marine Corps Intelligence Activity (MCIA), Naval Ice Center (NAVICE), United States Naval Observatory (USNO).
Keep the program manager informed of changes to tech standards to ensure the program remains aligned.
Active TS/SCI Clearance
Strong technical writing and oral communication skills.
5 years relevant experience or Degree in Remote Sensing, Meteorology, Oceanography, Geographic Information Systems, Engineering, or other relevant technical field.
Demonstrated understanding of GIS technologies.
