The incumbent serves primarily as a Lead Medical Technologist (Medical Laboratory Scientist) in the Pathology & Laboratory Medicine Service Line, Tacoma, WA.

The Lead Medical Technologist (Medical Laboratory Scientist) is responsible for ensuring that the day to day operations of the area of the laboratory assigned are performed in an organized manner. The incumbent assists the Supervisor Medical Technologist in Quality Control and Quality Assurance matters. Additionally, the Senior/Lead is expected to perform a full range of laboratory procedures in the STAT and/or Routine area to which they are assigned. These procedures may be performed in Hematology/Coagulation. All senior/lead technologists perform specimen collection and processing procedures in the absence of appropriate phlebotomy and specimen.

Demonstrated Knowledge Skills and Abilities

  • Knowledge and understanding of regulatory and accrediting agency requirements, medicolegal requirements, and pertinent statistics sufficient to perform complex diagnostic tests.
  • Knowledge and skill sufficient to apply standard medical technology techniques to conduct a variety of difficult and complex test systems.
  • Ability to apply new scientific/technical developments and validation/method verification procedures to test systems.
  • Knowledge of quality assurance principles to perform data collection, data presentation and interpretation in solving problems and improving performance.
  • Knowledge of instructional techniques to instruct newly hired technologists and clinical pathology residents in proper performance of tests and applications of the laboratory procedures.
  • Critical thinking skills in order to resolve problems relative to complex and difficult clinical and technical situations.

Example duties:

  • Responsible for maintaining adequate levels of QC material.
  • Responsible for ensuring timely performance of control validation and/or new lot reagent cross-over studies prior to consumption of current lot products.
  • Reviews current literature for improved quality control methods and has knowledge of statistical analysis methods used to evaluate performance.
  • Reviews consensus standards establishing control limits that allow timely detection of performance problems and defines action to be taken when control values indicate unacceptable performance. Designs and modifies quality control procedures for new instrumentation and tests, identifying parameters that require monitoring.
  • Conducts routine reviews of quality assurance records including instrument start-up logs, maintenance records, reagent logs, action logs, Levy-Jennings quality control charts, and peer group reports ensuring appropriate follow-up actions are taken in a timely manner. Reports problem areas to Supervisor and recommends alternative solutions.
  • Performs monthly QC review. Responsible for mid-year CAP checklist review and ensuring that appropriate measures have been taken to ensure compliance.

Basic Requirements:

CITIZENSHIP: Citizen of the United States.


Bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science of in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.) and completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CSAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree;


A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with on course in microbiology), 16 semester hours of chemistry (with one course in organic of biochemistry) and one course in mathematics, and two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last 10 years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory;


A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, and 5 years of clinical laboratory experience within the last 10 years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory.

FOREIGN GRADUATION Graduates of foreign baccalaureate degree programs meet the educational and/or experience requirements if the degree is found to be equivalent to degree programs recognized by the NAACLS or clinical laboratory experience. This finding may be based on either of the following: 1) A letter from a college or university with a baccalaureate program recognized by the NAACLS stating that the individual's foreign degree has been evaluated and been found to be equivalent to its bachelor of medical technology degree. -OR- 2) A letter from ASCP-BOC or AMT stating that the individual is eligible for the certification examination.

CERTIFICATION Must possess current certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. It is the responsibility of the candidate/employee to maintain required certification. Loss of certification will result in removal from the occupation and may result in termination of employment.

Grade Determinations:


Experience. MTs must have the equivalent of 1 year of creditable, progressively responsible experience comparable to the next lower grade level, and must fully meet the KSAs at that level.

In addition, the candidate must demonstrate the following professional KSAs and demonstrate the potential to acquire the assignment specific KSAs as indicated by an asterisk (*):


Education. Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related field, provided the applicant's total background demonstrates evidence of knowledge, skills, and abilities necessary to perform the work of the position to be filled.

Assignments. These assignments require specialized training and experience. Employees must have advanced knowledge of specialized and complex subject matter extending beyond the duties of test performance. They have wide latitude for exercising independent judgment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Individuals at the GS-11 grade level in these laboratories spend a majority of their time in the following assignment:

Lead Medical Technologist/Clinical Laboratory Scientist. The incumbent facilitates team or unit processes by working in collaboration with team members to ensure that tasks, priorities, goals needs, and achievements are coordinated with management.Acts as a liaison to other departments of the medical center for the appropriate laboratory specialty.In addition to the required core competencies, must demonstrate the following:

  1. Knowledge of medical technology applicable to a wide range of duties in all areas of the laboratory, and a high level of skill in applying this knowledge in solving very complex problems involving diverse aspects of clinical laboratory practice.
  2. Knowledge of regulatory, licensing and accrediting agency requirements, and statutes governing clinical laboratory operations sufficient to use in planning, implementing, or monitoring laboratory programs and services.
  3. Management, administrative, and professional knowledge sufficient to effectively oversee and coordinate daily work activities and assignments in a section.
  4. Knowledge of laboratory instrumentation, and the ability to maintain, troubleshoot, and repair instrumentation.
  5. Ability to provide technical oversight and assign personnel and tasks to be accomplished in a manner that assures completion of the workload.
