This position is to provide professional supervisory and clinical services for the Tohatchi Health Center (THC) Eye Clinic that is located in the Division of Clinical Services. These services include examination and analysis of the eye for disease and defects with prescription of an appropriate treatment and oversight of all eye clinic personnel including maintenance of personnel files.The incumbent reports to the THC Clinical Director.
- Performs in the clinic to the full scope of licensure. Provides a full range of clinical and surgical services that may require the application of advanced instrumentation, procedures and techniques in the detection and correction of ocular problems.
- Full responsibility for planning and conducting activities of the eye clinic and all the services that the eye clinic provides.
- Assesses, plans, schedules, coordinates and reviews the functions of the branch including budget, development of program goals and objectives, development of data, development and implementation of policies and procedures for the effective and efficient management and operation of the clinic.
- Develops short and long range program plans consistent with organizational policies; coordinates program with other health center clinics, departments and administration.
- Administers a continuous quality improvement program to evaluate quality, appropriateness and effectiveness of the Eye Clinic.
- Responsible to assign and review work of subordinates; gives advice, counsel and instructions to employees on both work and administrative matters.
- Develops, implements, and revises employee performance standards to ensure consistency with appropriate job descriptions.
- Evaluates work performance of subordinates, and initiates actions for promotion, reassignment, status change, performance awards and disciplinary actions.
- Implements and maintains applicable provisions of personnel management procedures, including grievance procedures and EEO complaints. Resolves informal complaints of employees and refers those beyond unit levels to higher management. Responsible for minor disciplinary actions.

Degree: Doctor of Optometry (O.D.) accredited by the Council of Optometric Education.Licensure: Current license to practice optometry in a State, the District of Columbia, or a territory is required, except for those research positions that do not entail patient care responsibilities.Public Health Service (PHS) Licensure Policy: Each PHS Optometrist must possess and maintain a valid, active, current, unrestricted licensure or certification in a State.Additional Requirements: GS-12: Applicants must have had 52 weeks of professional optometrist experience equivalent to at least GS-11 that demonstrated the ability to perform the work of the position to be filled. For example, for industrial optometrists, the applicant's experience must have demonstrated skill in administering an industrial optometry program in an industrial activity requiring the development of new methods, procedures, or devices for protection employees engaged in eye-hazardous work.This is a supervisory position and candidates, in addition to the professional qualifications listed, must have demonstrated in their work experience or training, that they possess, or have potential to develop, the qualities of successful supervision as identified below and as required for this position.Supervisory Competencies: Candidates should possess proficiency or the potential to develop proficiency in these competencies prior to entry into a supervisory position: 1.
