This position is location negotiable and reports to Supervisor of Resource Patient Management System (RPMS) Software Development. The incumbent is responsible for ensuring complete consideration for aspects of software development such as requirements, designs, topology, hardware requirements, cost, schedules, and deployment. This results in extensive re-engineering of software to compliment business process improvement.

This Job Opening is Open Until Filled for two full time positions with location negotiable within the IHS Areas. The first cut-off for applicant review will begin on September 2, 2016.
- Conducts requirement analyses and specifications; translate and architect functional requirements into technical and programming specifications; define database requirements for information systems.
- Designs, and oversee development projects, software testing and maintains computer programs using advanced software programming and/or scripting languages, techniques and standards.
- Develops prototypes, architectural models, test plans; establishes test databases; and conducts alpha tests and coordinates beta tests of new or modified RPMS applications based on established procedures for testing and review.
- Reviews and evaluates technological developments in hardware, software, and telecommunications for applicability to current or future RPMS requirements.
- As representative of the program office, under delegated authority, may perform as contractor technical monitor during the post-award administration of assigned contract(s) to monitor the contractor's technical progress and task orders; into the RPMS.

MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Senior Level expertise in Health Information Technology software development and all levels of the Software Development Lifecycle activities that include: *conduct requirement analyses and specifications; define database requirements for information systems; evaluate; design; program; test; debug; verify and validate; implement, support and maintain and/or modify software for both new and existing clinical, infrastructure, or administrative applications; develops prototypes, architectural models, test plans; establishes test databases; and conducts alpha tests and coordinate beta tests of new or modified software applications.*
Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
