The Appalachian Regional Commission (ARC) is a federal-state partnership that works to create opportunities for self-sustaining economic and community development and improved quality of life in the Appalachian region. The Commission consists of a Federal Co-Chair who is appointed by the President, and the Governors of thirteen Appalachian states; the Region consists of 420 counties in those states. The Commission awards grants and contracts to non-profit organizations and units of government within this area. These grants may be for physical infrastructure; education and training; civic capacity building and leadership development; entrepreneurship and business development; and health care. The Commission, based in Washington DC, is comprised of approximately 60 technical and professional staff supporting grant-making, advocacy, and knowledge-building functions to assist the Appalachian Region.
This position is housed in ARC's Communications Division. The Communications division develops and maintains ARC's public facing identity including ARC's website, social media channels, press relations, and other branding and messaging collateral. The Division is also responsible for design and production of many of ARC's collateral, reports, and other visual products. To achieve its goals, the Communications Division partners with federal, state, local and private partners to highlight efforts in the Region. This position reports to the Director, Communications and will provide essential support for all aspects of the ARC's Office of Communications.
The incumbent provides a variety of support to facilitate the mission of the division. Duties range from developing and maintaining information to providing research or contact with external parties through a variety of methods. Duties include, but are not limited to, the following:
Develop and disseminate content appropriate for the press, social media, and other platforms related to ARC projects, issues, successes, events, and other noteworthy items. Manage and monitor ARC's social media platforms, including metrics, impacts, and content development. Develop and grow relationships with the general public, and federal, state, local, and private partners through social media channels.
Write press releases and media pitches based on ARC activities and relevant materials.
Research social media trends; identify and, as directed, implement opportunities to expand ARC's social media reach.
Research and track news stories and press coverage of ARC projects, investments, and related issues. Maintain database of press coverage and disseminate to communications and internal teams.
Maintain, monitor, and research ARC's press list, including identifying potential press contacts and keeping current contact lists accurate.
Contribute to ARC's weekly enewsletter by adding content, images, and ideas for creative, relevant, and timely material.
Support special projects from the Communications Division to include writing, research, and general communications activities.
Organize and coordinate outreach materials with staff members and oversee arrangements with the media involving ARC activities; provide photographs and other relevant material as appropriate.
Establish and maintain working relationships with local groups and representatives of organizations concerned with ARC mission or activities.
Coordinate agency information programs with academic and professional organizations concerned with ARC mission or activities.

- May be required within the thirteen-state Appalachian Region 2-3 times a year

BA or higher degree in communications, marketing, journalism, or other related degree, or pursuing a graduate degree in the same.
A minimum of two years of specialized experience that has provided the particular knowledge, skills, and abilities required to successfully perform the duties of this position.

ARC generally follows the General Schedule Salary Table of the federal government. ARCs grade NF 09/11 is equivalent to the federal grade GS 09/11. This is not a federal position; however, if a federal employee is selected for this position and transfers without a break in service of more than three calendar days, he/she is entitled to continue his/her retirement, life and health insurance benefits, and leave entitlements. A non-federal selectee will be offered a generous, comparable benefits package (including health, retirement, paid time off, commuting subsidy, etc.).
