The Bureau of Engraving and Printing (BEP) prints billions of Federal Reserve Notes for delivery to the Federal Reserve System each year. These notes are produced at our facilities in Washington, DC, and Fort Worth, Texas. The BEP's research and development efforts focus on the continued use of automation in the production process and counterfeit deterrent technologies for use in security documents, especially United States currency.

This position is located in the Facilities Support Services Division, Office of Facilities Support. The Office of Facilities Support plans and coordinates activities involving facilities design and construction, operations, maintenance and support services.


As a Facilities Operations Specialist you will:

  • Consult with craft shop supervisors on problems relating to materials, equipment and procedures
  • Perform diagnostic inspections on facilities and structures
  • Take corrective action and report to proper authorities safety discrepancies
  • Coordinate and maintain liaisons with users of facilities, requesters and contractors
  • Develop complete list of material/equipment estimates for the carpentry, paint, masonry, and insulating crafts
  • Consult engineering staff regarding problems such as safety issues, fire hazards, and suitability and availability
  • Prepare project and task time and material estimates involving the carpentry, paint, masonry, and insulating crafts
  • Develop detailed, chronologically based plans for successful completion of projects
  • Prepare carpentry, paint, masonry, and insulating sketches reflecting construction tasks and customer requests

You must meet the following requirements by the closing date of this announcement.

Experience that provided knowledge of the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment.


You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

  • Estimating labor and material costs; revising facilities plans; preparing work order specifications by scheduling and assigning work to the carpentry, paint, masonry, and insulating craft shops; initiating the procurement of materials for those crafts based upon the varying scopes of work
  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs for the carpentry, paint, masonry, and insulating trades
  • Conducting surveillance activities over construction and maintenance operations performed by carpenters, painters, masons, and insulators, including reviewing project plans and specifications for workability, informing carpenters, painters, masons, and insulators of construction and reporting requirements, and working with craft shop management and supervision to ensure conformance with project plans
  • Performing maintenance or construction work, including estimating material and labor costs involving the carpentry, paint, mason, and insulating trades for a variety of construction and maintenance projects (such as construction and maintenance of brick, frame, structural steel, reinforced concrete, and other types of structures ranging from one- or two-story building to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project
  • Utilization of an Enterprise Asset Management System (EAMS), such as IBM’s “Maximo”, and project planning and scheduling software, such as Microsoft Project, to plan and schedule a comprehensive set of work tasks related to a construction projects and customer requests involving the carpentry, paint, masonry, and insulating trades.

  • The experience may have been gained in the public, private sector, or Volunteer Service.

  • One year of experience refers to full-time work; part-time work is considered on a prorated basis

You must have 52 weeks of specialized experience equivalent to the next lower grade level (GS-11) in the Federal Service Experience in estimating labor and material costs; revising facilities plans; preparing work order specifications by scheduling and assigning work to various craft shops; initiating the procurement of materials based upon the varying scopes of work.

In addition to the above requirements, you must meet the following, if applicable:

  • You must have been at the GS-11 level for 52 weeks (time-in-grade requirement).
  • Current or former Federal employees meeting VEOA eligibility can apply. However, current employees applying under VEOA are subject to time-in-grade restrictions like any other General Schedule employee.

  • Shift Work: This facility operates on a 24-hour per day, three-shift basis.
