Job Description

Serves as an investigative analyst contractor working for the Security Exchange Commission (SEC), Office of Security Services, Personnel Security Operations Branch providing investigative support related to planning and conducting pre-employment inquires and issue resolution covering the character, practices, suitability or qualifications of persons seeking to work for or on behalf of the SEC. Contacting federal, state and local officials, and other organizations and individuals related to the subject investigation, to gather facts, obtain statements, learn sequences of events, obtain explanations and other advance investigative objectives. Conducts quality review of reports of investigation and personnel security case files


Individual to review by SEC personnel, and pursuant to protocols and processes approved by SEC personnel, the individual's specific duties are as follows, but are not limited to:

  • Contacts other personnel security operations and documents the reason for a “please call” designation in CVS.

  • Conducts status checks on background investigations utilizing the automated OPM

  • Personnel Investigations Processing System (PIPS).

  • Identifies issues requiring resolution.

  • Recommends methodology for issue resolution.

  • Conducts telephone and written inquires in accordance with the Privacy Act of 1974.

  • Conducts Subject contact in accordance with the Privacy Act of 1974 and obtains written statements when required.

  • Thoroughly documents all actions in written summaries for inclusion in case file.

  • Reports and documents results of inquiries.

  • Creates and maintains tracking system for timely management and completion of assigned work.

  • Assists in training Federal and new contractor staff.

  • Assists in developing and implementing policies and procedures.

  • Utilizes case management systems to document adjudicative recommendations as appropriate.

  • Completes investigative leads within established time frames.

  • Conducts and documents monthly quality review of five percent of the completed reports of investigation received from the investigative service provider.

  • Reports results of quality review as required by national personnel security program requirements.

  • Conducts post investigation follow up necessary for issue resolution and adjudication.

  • Monitors personnel security mailbox, work log, and workflow as necessary.

  • Assists in audit preparation.

  • Assists with building emergencies and OEP drills, as needed.

  • Assist with Continuity of Operations (COOP) activations and drills, as needed.

  • Other personnel security assistant tasks as assigned.

  • Provide exceptional customer service at all times and in all manner of communication with internal and external personnel

Minimum Experience & Education:

  • With a Bachelor’s Degree this position requires two years of suitability adjudicative experience.

  • With no degree this position requires four years of suitability adjudicative experience.

Required Qualifications:

  • Have successfully completed or be willing to attend, at contractor company expense, formal training in suitability adjudications towards adjudicator certification in compliance with National Training Standards established by OPM.

  • Be detail oriented and have excellent office and organizational skills.

  • Experience using Microsoft Office Programs and desktop publishing application software and hardware.

  • Demonstrated ability to effectively communicate both orally and in writing to elicit detailed information from a variety of sources necessary to evaluate an individual’s conduct and character.

  • Good customer service skills and demonstrated ability to interact with a variety of people.

  • Practical knowledge of commonly applied personnel security principles, concepts, and methodologies in carrying out a variety of support assignments.

  • Ability and be willing to learn the basic functions and operations of all systems associated with personnel security processing.

  • Must be highly organized and have excellent oral and written communication skills.

  • Requires good writing and communication skills.

  • Must possess a favorably adjudicated background investigation completed within the last five years at the BI, Tier 4 level or SSBI, Tier 5 level; and be able to maintain the favorable result throughout employment on the contract.
