The mission of OASH is to protect and promote the public health of the Nation through policies and programs that apply science-based approaches that enable people to live healthier lives. OASH is a component of the Public Health Service (PHS) and its primary function is coordination of public health and science activities across HHS components. Specially, OASH is charged with leadership and development of policy recommendations "on population-based public health and science" and, at the direction of the Secretary, with coordination of initiatives that cut across various agencies and operating divisions of HHS in implementation of programs and policies at the convergence of public health and Science.

This position is located in the Department of Health and Human Services (HHS), Office of the Assistant Secretary for Health (OASH), in Washington DC.

This announcement is issued under the direct-hire authority to recruit for positions for which there is a critical hiring need. Selectee(s) will receive a career or career-conditional appointment in the competitive service and may be required to serve a one year probationary period.

Candidates may be eligible to receive Title 38 Physician and Dentist Pay (PDP) in addition to the regular General Schedule base salary. TITLE 38 PAY RANGE (GS BASE PAY + TITLE 38 PDP) FOR GS-15 MAY GO UP TO $255,000 DEPENDING ON CLINICAL SPECIALTY, EXCEPTIONAL QUALIFICATIONS, BOARD CERTIFICATION, AND SPECIALIZED EXPERIENCE.

Serves as the Deputy Assistant Secretary on Women's Health.

Coordinate with Regional Health Administrators to ensure effective regional representation of Office of Women's Health (OWH) programs.

Conducts strategic planning with OWH, HHS and external partners to ensure relevance, timeliness, and feasibility of ongoing programmatic direction.

Oversees the preparation and publication of action plans, white papers, literature, reviews, journal articles, and other reports for consideration of the ASH and HHS leadership, Congress and the public.

Maintains ongoing, close and effective liaison and communications with the heads of appropriate organizations and individuals in the public and private sectors; with the goals of both communicating HHS policies, goals, priorities and programs, as well as conveying to the ASH feedback and insights from the private sector.

Basic Qualification Requirements:

Have a Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).]

Additional Qualification Requirements: In addition to meeting the Basic Qualification Requirements candidates must also:

Have one year of specialized experience, equivalent to the GS-14 grade level in the Federal service planning and implementing intramural and extramural research projects designed to measure and improve the quality of health care and patient safety.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
