This VA serves veterans throughout the state of Delaware, southern New Jersey, eastern Maryland and southeastern Pennsylvania. The Wilmington, Delaware VA Medical is currently recruiting for an experienced full-time Psychologist (Pain Management) to work in the Medical Service Department. Tour of Duty will be Monday through Friday, 8:00 am to 4:30 pm.

He/she reports to the Chief of Medicine, as the first line supervisor, who assumes broad oversight responsibility for the structure and functioning of the program to which the Psychologist is assigned.

Pain Management:

  1. Provides comprehensive behavioral health and mental health services to Veterans with complex and chronic disabling pain.

  2. Pain management therapy to patients, including cognitive-behavioral interventions, biofeedback, relaxation techniques, and highly specialized electro-anesthetic techniques as endorsed through the Director of Pain Management.

  3. Psycho-education to address lifestyle issues related to pain management, disability adjustment, sleep problems, weight loss or medical compliance issues.

  4. Screening, assessment, diagnosis, and treatment of depression, anxiety and related Axis I conditions, with an emphasis on the application of time-limited, evidence-based behavioral health care interventions.

  5. Services to couples or families, when appropriate, to relieve relationship difficulties, provide support, or promote collaboration with the Pain Management team.

  6. Screening for cognitive deficits to address specific functional questions or determine if referral is needed for neuropsychological or dementia assessment

Palliative Care:

  1. Provide a full range of psychological assessment and treatment services of mental disorders in palliative care setting with knowledge of and ability to provide age specific care for aging population by adapting to needs of the patient population with attention to safety risks.

  2. Sensitive to cultural diversity and serves as a leader in the promotion of culturally sensitive interaction between providers, Veterans and family members.

  3. Provide input for specific measures to monitor the effectiveness of the palliative care treatment ensuring that VHA directives and national Palliative Care guidelines are utilized.

  4. Prioritizes patient care based on patient acuity and identified needs.

  5. Initiate, plan, implement, evaluate, and appropriately document patient care based on identified measurable outcomes. Evaluate and document patients' responses to interventions and updates the plans of care as appropriate.

  6. Provide education to patients, family members, and significant others.

  7. Provide comprehensive, evidence-based psychotherapeutic interventions, including individual, family, and group psychotherapy.

  8. Provide consultation to professional staff within WVAMC and to community providers, concerning clinical assessment findings and appropriate treatment plans for patients.

  9. Develop, implement, and document the psychotherapeutic treatment plan, including assessments, for an assigned caseload of patients, including prompt completion of clinical reminders.

  10. Function independently as a member of the WVAMC medical staff, with full clinical privileges. Assumes complete professional responsibility for his/her clinical assessment findings, patient care decisions, and documentation.

Administrative Responsibilities:

  1. Assists in the design, development, and implementation of clinical programs for a team of treatment providers.

  2. Adheres to operational policies and procedures for the treatment team.

  3. Assist in the execution of ongoing program evaluation and data-driven quality improvement projects to monitor the effectiveness of the clinical program.

  4. Facilitates liaisons with other health care programs in order to effectively coordinate services.

  5. Complies with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients.

  6. Complies with all Computer Patient Record System (CPRS) documentation procedures, including timeliness standards for documentation and proper patient check out procedures (e.g., entering diagnostic and procedure codes).

  7. Attends and participates in administrative and informational meetings held by the Chief of Medicine and/or Director of Pain Management.

  8. Attends monthly staff meetings, interdisciplinary team meetings, and complies with Psychology Service peer review procedures.

  9. Provides facility wide education on assessment, diagnosis, and treatment of a variety of complex chronic pain disorders and related health issues, including the identification and treatment of mental health disorders within the context of chronic medical illness.

Basic Requirements:

U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Licensure: Current and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States(e.g., Puerto Rico), or the District of Columbia.

Education: Doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.


Have successfully completed a professional psychology internship training program that has been accredited by APA; Exceptions : (1)new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.

VHA Psychology Qualification Standards (VA Handbook 5005, Pt. II, App. G18) require that a VHA psychologist must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States, or the District of Columbia. It allows an exception to this requirement for an individual psychologist, for a period not to exceed 2 years from the date of employment, on the condition that such a psychologist provide care only under the supervision of a fully licensed psychologist.

The Psychologist for whom this functional statement applies is assigned to the Medicine Service at the Wilmington VAMC and affiliated Community Based Outpatient Centers (CBOC) within the Medicine Service Line.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Quality of Experience. Experience is only creditable if it is post-doctoral degree experience as a professional psychologist directly related to the duties to be performed. Qualifying experience must also be at a level comparable to professional psychology experience at the next lower level.


(a) Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

(b) Experience. 1 year of experience as a Psychologist equivalent to the next lower grade level, GS-12. In addition the candidate must demonstrate the following KSAs:

(1) Knowledge of, and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations.

(2) Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.

(3) Knowledge of clinical research literature.

Assignments; This is the full performance level for staff psychologists. At this level psychologists are licensed at the doctoral level to practice independently in the provision of psychological services consulting with peers and supervisors as appropriate. They are assigned to any VHA program and setting, including inpatient or outpatient medicine, surgery, mental health, neurology, rehabilitation medicine, geriatrics, Vet Centers, and the VHA National Center for Organizational Development.

Staff Psychologists diagnose mental disorders, conduct psychological and/or neuropsychological assessments, treat mental disorders through a variety of modalities and provide adjunctive interventions for treatment of medical disorders. Among the modalities provided are individual, family, and group psychotherapies, and other interventions such as biofeedback, psychological hypnosis, and environmental interventions. They consult with medical center staff on a wide variety of patient care issues. Staff psychologists may be involved in program evaluation and/or research activities.
